ICF is in search of a Federal Grants Program Manager who possesses a strong background in managing federal grants, government accounting, or related fields. This role is essential in assisting state and local governments with the design, implementation, and compliance of their grants funded by the US Treasury under the American Rescue Plan Act (ARPA). Joining our project management team presents a unique opportunity to contribute significantly to recovery operations aimed at optimizing federal pandemic relief resources.

In this position, you will lead a dedicated ICF team, addressing the mission, business, service, and operational needs of our clients. ICF's Disaster Management division collaborates with government entities and communities to formulate and execute policies and programs that enhance resilience against disasters. Our expertise encompasses program management, operational planning, technical assistance, strategic communications, compliance monitoring, and performance evaluation. Our clients include various states and localities managing funds from the United States Department of the Treasury, including the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) and the Capital Projects Fund (CPF).

This role is fully remote, with occasional travel within the United States. Resumes should clearly demonstrate the minimum qualifications for consideration.

Key Responsibilities:

  • Guide ICF and client personnel in developing and executing policy guidelines, reporting templates, and program documentation in accordance with federal regulations.
  • Act as the primary support for clients in managing subrecipients, ensuring effective communication regarding reporting obligations.
  • Oversee ICF staff, prepare necessary deliverables, review submissions from others, and ensure that critical functions such as:
    • Monitoring and tracking program delivery, accounting, and internal operations for fraud prevention and compliance.
    • Building and maintaining strong relationships with stakeholders to manage contracts, budget adjustments, and reporting.
    • Ensuring proper documentation retention with data protection and organization for easy access.
    • Providing technical assistance to clients on managing federal recovery grants.
    • Creating program performance reports and identifying areas for enhancement.
    • Ensuring clients receive all necessary reports and updates to support project delivery.
    • Developing project work plans and schedules to align with client objectives.
    • Identifying opportunities to integrate equity into federally funded program design and delivery.
    • Leading teams to meet deliverable deadlines.

Minimum Qualifications:

  • Bachelor's Degree.
  • Over 10 years of experience in federal grant management, including at least 2 years focused on compliance or closeout related to US Treasury Funds.
  • At least 2 years of project management experience.
  • Minimum of 3 years applying 2 CFR 200 regulations or holding a Certified Grants Management Specialist (CGMS) Certification.
  • Experience in developing content for presentations and manuals for diverse audiences.

Preferred Qualifications:

  • Bachelor's Degree in public policy, business, finance, or a related field.
  • Experience in federal grant management with a focus on compliance and reporting.
  • Understanding of the grant life cycle and management to meet performance expectations.
  • Experience managing federal grants exceeding $50 million.
  • Engagement experience with non-profit organizations, housing authorities, or public health entities.
  • Experience working with state or local governments and rural communities.
  • Ability to assess unmet needs and allocate funds effectively to address local community requirements.

Professional Skills:

  • Proficiency in Microsoft Excel, including pivot tables and advanced formulas, and Microsoft PowerPoint.
  • Familiarity with Office Suite and the ability to learn project-specific systems as required.
  • Strong problem-solving skills and adaptability to unique challenges.
  • Excellent writing and presentation abilities, with experience in training diverse audiences on complex topics.
  • Strong analytical skills for generating reports and assessments.
  • Self-motivated with the capability to work independently.
