This role presents a unique opportunity to join a project management team dedicated to enhancing recovery efforts for state and local governments, optimizing the use of federal pandemic relief resources.
In this position, you will lead an ICF team while addressing the mission, business, service, and operational needs of our clients. ICF's Disaster Management division collaborates with government entities and communities to formulate and implement policies and programs aimed at increasing resilience to disasters. Our expertise encompasses program management and operations, planning and preparedness, technical assistance and training, strategic communications and outreach, compliance and monitoring, as well as performance measurement and evaluation. Our clients include states and localities managing the United States Department of the Treasury - Coronavirus State and Local Fiscal Recovery Funds (SLFRF), Capital Projects Fund (CPF), and other federal infrastructure funding.
This role is fully remote, with potential travel within the United States. Resumes should clearly demonstrate minimum qualifications for consideration.
Key Responsibilities:
Lead ICF and client personnel in developing and executing policy guidelines, reporting templates, and other program documentation and processes in adherence to applicable federal regulations.
Act as the primary support for the client in managing subrecipients, ensuring effective communication of reporting obligations.
Oversee ICF staff, prepare necessary deliverables, review submissions from others, and ensure that procedures are established to fulfill critical functions such as:
- Monitoring and tracking program delivery, accounting, and internal operations to prevent fraud, waste, and abuse, as well as avoid duplication of benefits.
- Building and maintaining productive relationships with internal and external stakeholders to manage contracts, budget reallocations, and reporting in line with program expectations.
- Ensuring proper documentation retention, with appropriate data protections and organized for easy retrieval.
- Providing technical assistance to the client regarding the management of federal recovery grants.
- Creating program performance reports and analyses while identifying areas for enhancement.
- Ensuring the client receives all necessary reports and updates to support project delivery on disaster recovery and data analytics, including collaboration with ICF subject matter experts.
- Developing project work plans, schedules, and other planning documents to meet client objectives and requirements.
- Identifying and promoting opportunities to integrate equity into the design, delivery, and closure of federally funded programs.
- Leading teams to ensure that deliverable deadlines are consistently met.
Minimum Qualifications:
- Bachelor's Degree
- 10+ years of experience in federal grant management, including 2+ years in ensuring program compliance or closeout related to grant management of US Treasury Funds.
- 2+ years of experience as a project manager.
- 3+ years of experience applying 2 CFR 200 regulations or holding a Certified Grants Management Specialist (CGMS) Certification.
- 2+ years of experience in developing and finalizing content for presentations, manuals, or guidance for diverse audiences.
Preferred Qualifications:
- Bachelor's Degree in public policy, business, finance, or a related field.
- Experience in federal grant management, particularly in compliance and reporting.
- Comprehensive understanding of the grant life cycle and how to manage it to meet performance expectations and goals.
- Experience managing federal grants exceeding $50 million.
- Experience collaborating with non-profit organizations, housing authorities, public health organizations, or similar entities.
- Experience working with state or local governments, Tribal governments, and/or rural communities.
- Experience in identifying unmet needs and allocating funds to programs addressing local community needs.
Professional Skills:
- Proficiency in Microsoft Excel (including pivot tables and advanced formulas) and Microsoft PowerPoint.
- Familiarity with Office Suite and the ability to learn project-specific computer systems as necessary.
- Exceptional problem-solving skills and the capacity to quickly learn and apply knowledge to unique situations.
- Outstanding writing and presentation abilities, with experience in training on complex subjects for various audiences.
- Strong analytical skills, capable of producing reports and assessments based on analysis.
- Self-motivated with the ability to work independently.
