The Chief Operations Executive (COE) is a senior leadership position tasked with steering and enhancing the organization's foundational infrastructure and primary service operations, which encompass: (1) Information Technology (IT), (2) Security, (3) Environmental Health and Safety (EHS), and (4) Facilities Management.

Reporting directly to the Chief Operating Officer (COO), the COE plays a crucial role in facilitating operational excellence and advancing the company's overarching mission.

The COE partners with senior management across the organization to ensure that these operational areas are effective, compliant with applicable regulations, and aligned with the strategic goals of the organization.


The COE is accountable for achieving specific operational objectives, including budget management, oversight of direct and indirect labor, capital expenditures, and other critical financial indicators.

This role collaborates closely with the COO, the Chief Financial Officer (CFO), and other executive leaders to formulate and execute operational strategies.

The COE ensures that the heads of IT, Security, EHS, and Facilities possess the authority and resources necessary to implement their respective strategies efficiently.

The COE holds these leaders accountable for their performance metrics and coordinates efforts across divisions and other organizational units to deliver high-quality products and services to clients while fostering an excellent work environment for employees.


Key Responsibilities:

Operational Oversight:
Direct the daily functions of the IT, Security, EHS, and Facilities teams. Ensure effective collaboration among these groups, the four technical divisions, and governmental clients. Formulate and enforce policies and procedures to guarantee adherence to industry and governmental standards and regulations.

Strategic Alignment:

Work alongside the COO and other division leaders to synchronize Operations with the organization's overall objectives and goals.

Strategically plan and expand resources, including classified and unclassified facilities, IT infrastructure, and industrial security capabilities, to support the organization's rapid expansion.


Performance Evaluation:

Assess and analyze key performance indicators across Operations, utilizing tools such as ServiceNow, and recommend enhancements as necessary.

Provide regular updates and reports to the COO, the Chief Executive Officer (CEO), and the Board of Directors (BOD) regarding the status and performance of Operations.


Financial Oversight:
Develop and manage the Operations budget, ensuring optimal resource allocation. Align the Operations budget with the organization's financial objectives. Monitor financial performance and strive to meet or exceed financial targets, holding Group Leads accountable for their financial responsibilities.

Team Development:
Establish standardized processes for recruiting, developing, and retaining talent within the Operations teams.

Ensure consistent application of these processes and support staff in achieving their career aspirations, leveraging opportunities across the organization.

Conduct annual performance evaluations for direct reports and provide constructive feedback on their evaluations.

Continuous Enhancement:
Assume additional responsibilities as necessary to support the organization's mission. Cultivate a culture of innovation and continuous improvement within the Operations teams. Regularly assess and enhance the effectiveness of Operations processes. Utilize data analytics to inform decisions regarding operations and resource allocation. Develop and employ models to forecast infrastructure requirements and plan for future growth. Provide frequent, specific feedback to Operations staff to promote a culture of continuous improvement and excellence.

Business Continuity Planning:

Develop and maintain disaster recovery and business continuity strategies to ensure that Operations can persist in the event of disruptions.

Collaborate with EHS to formulate emergency response plans and establish rapid response crisis teams with key personnel.

Regulatory Compliance:

Ensure adherence to relevant regulations, including health and safety, environmental, and building codes; cybersecurity regulations; and industrial security standards.

Maintain accurate records and documentation for compliance audits. Collaborate with the Chief Ethics and Compliance Officer as necessary.

Technological Advancement:
Stay informed about emerging technologies and regulations. Continuously refine strategies and practices to address evolving risks. Remain updated on U.S. Government information, industrial, and operational security regulations. Research, evaluate, acquire, and implement the latest security-related technologies and practices in alignment with overall Security and IT strategies.

Qualifications:
Demonstrated experience in a senior operations management role within a corporate environment, preferably in high-tech or defense sectors.
Ability to travel frequently between various locations. Proximity to an existing location is advantageous.
Strong comprehension of IT, security, and facilities operations.
Proven capability to coordinate complex operations involving both classified and unclassified work.
Excellent strategic planning and resource management abilities.
Strong analytical and problem-solving skills.
Exceptional communication and collaboration competencies.
Experience with data analytics, data-driven decision-making, modeling, workflows, business processes, and ticketing systems.
Advanced degree in a relevant field.

  • 10 years of leadership experience.
Ability to obtain and maintain a TOP SECRET security clearance.
