We are looking for a Budget Analyst who will provide essential support to the Departmental Administrative Manager and collaborate with faculty, researchers, staff, and students within the Department of Earth & Planetary Sciences, focusing on financial management, particularly in the Post Award phase for EPS Faculty accounts.

Key Responsibilities:

  • Ensure all expenditures are reasonable, allowable, and appropriately allocated, adhering to both internal university policies and external agency regulations throughout the entire lifecycle of costs.
  • Stay informed about federal and non-federal regulations that govern sponsored proposals to guarantee compliance. This includes understanding the terms and conditions of agreements and any specific restrictions that may apply.
  • Reconcile monthly financial statements for both sponsored and non-sponsored projects in accordance with university standards.
  • Verify that all applicable direct and indirect cost rates are applied accurately.
  • Review and approve subaward invoices for payment.
  • Manage accurate and timely billing processes for internal and external stakeholders.
  • Assist in the preparation of budget justifications to ensure alignment with allocated funds.
  • Collaborate with project Principal Investigators (PIs), Co-Investigators, and administrative personnel to facilitate effective budget allocation, project initiation, and ongoing financial reporting.
  • Generate reports as requested by management, analyzing data for accuracy and compliance.
  • Support compliance efforts for sponsored research, including cost transfers and effort reporting.
  • Work alongside Finance Staff and PIs to review costs and balances.
  • Monitor and communicate any budget overruns to faculty and supervisors.
  • Analyze financial data and develop scenarios for reports and presentations to PIs.
  • Conduct annual assessments of fixed service center fees.
  • Process various SAP transactions related to budgets and sponsored funding.
  • Reconcile procurement card transactions for faculty and staff, ensuring proper documentation and expense allocation.
  • Facilitate HR functions such as processing ISR and eforms for faculty and team members.
  • Collaborate with PIs on reports, extensions, and other administrative matters related to sponsored projects.
  • Maintain communication between PIs, JHURA, and the sponsored projects team to keep all parties informed on relevant issues.
  • Coordinate workflows around critical grant needs, often in a remote capacity.
  • Educate PIs on administrative requirements and processes related to sponsorship.
  • Assist students with expense logs and reimbursement policies prior to field research.
  • Support students abroad in compiling and submitting reimbursement requests from grant funds.
  • Analyze expenditure logs to ensure compliance with approved budgets and guidelines.
  • Assist with various departmental front office tasks as needed.
  • Perform any additional duties as required.

Essential Skills and Qualifications:

  • Excellent interpersonal, communication, financial, analytical, organizational, and computer skills.
  • Ability to work independently with minimal supervision while exercising sound judgment.
  • Proficiency in office technology, including financial accounting systems and Microsoft Office 365 Suite.
  • Capability to operate standard office equipment.
  • Adaptability to changing priorities in a dynamic environment.
  • Understanding of federal guidelines regarding grants and contracts.
  • Willingness to learn new systems and methods to enhance departmental service.
Minimum Qualifications:
  • Bachelor's Degree in Finance, Accounting, Business, or a related field.
  • One year of progressively responsible experience in a related area.
  • Additional education may substitute for required experience, and vice versa, as permitted by the equivalency formula.
Preferred Qualifications:
  • Experience with federal and private grant processes.
  • Familiarity with Johns Hopkins' financial systems and tools such as SAP, Concur, COEUS/FIBI, PaymentWorks, and TimesheetX.

Starting Salary Range: $41.43 hourly (commensurate with experience)
