We are looking for a Budget Analyst who will deliver essential support to the Departmental Administrative Manager and collaborate with faculty, researchers, staff, and students within the Department of Earth & Planetary Sciences, focusing on financial oversight primarily related to Post Award management for EPS Faculty accounts.
Key Responsibilities
- Ensure that all expenditures are justifiable, permissible, and appropriately allocated, adhering to both internal university policies and external agency regulations throughout the entire lifecycle of costs.
- Stay informed about federal and non-federal guidelines relevant to sponsored proposals to guarantee compliance, considering the specific terms and conditions of agreements and awards.
- Conduct monthly reconciliations of sponsored and non-sponsored financial statements in accordance with university standards.
- Verify that all applicable direct and indirect cost rates are accurately applied.
- Review subaward invoices to ensure timely payments.
- Manage accurate and prompt internal and external billing processes and receipt of payments.
- Assist in preparing budget justifications, ensuring alignment with allocated funds.
- Collaborate with project Principal Investigators (PIs), Co-Investigators, and administrative personnel to facilitate effective budget distribution, project initiation, and financial reporting.
- Generate reports as requested by management, analyzing data for accuracy and compliance.
- Support compliance issues related to sponsored research, including cost transfers and effort reporting.
- Work closely with Finance Staff and PIs to assess costs and review financial balances.
- Monitor and communicate any budget overruns to faculty and supervisors.
- Analyze data and create financial reports and presentations for PIs.
- Conduct annual evaluations of group fixed service center fees.
- Process various SAP transactions linked to budgets, personnel, and sponsored funding.
- Reconcile procurement cards for faculty and staff, ensuring proper documentation and expense allocation.
- Handle ISR and eforms for faculty and group members, along with other necessary HR functions.
- Collaborate with PIs on reports, extensions, and other administrative matters specific to sponsored projects.
- Facilitate communication between PIs, JHURA, and the sponsored projects team to keep all parties informed on ongoing issues.
- Organize workflows around critical grant needs of faculty and students, often in a remote capacity.
- Educate PIs on administrative requirements and processes related to sponsors.
- Assist students in completing and submitting expense logs and reimbursement requests prior to field research.
- Support students abroad in compiling and submitting necessary reimbursements from grant funds.
- Analyze expenditure logs to ensure compliance with approved budgets and guidelines.
- Assist with various departmental front office tasks.
- Perform any additional duties as required.
Essential Skills and Qualifications
- Excellent interpersonal, verbal, and written communication skills, along with strong financial, analytical, organizational, and computer skills.
- Ability to independently manage work assignments while exercising sound judgment and knowing when to seek guidance.
- Proficiency in office technology, including financial accounting systems and Microsoft Office 365 Suite.
- Capability to operate standard office equipment.
- Adaptability to changing priorities in a dynamic environment.
- General understanding of federal guidelines regarding grants and contracts.
- Willingness to learn new systems and applications to enhance departmental service.
- Bachelor's Degree in Finance, Accounting, Business, or a related field.
- One year of progressively responsible experience in a related field.
- Additional education may substitute for required experience, and additional related experience may substitute for required education, as permitted by the equivalency formula.
- Experience with federal and private grant processes.
- Familiarity with Johns Hopkins' financial systems and SAP functions.
- Knowledge of COEUS/FIBI and other relevant financial systems.
