Financial Management Analyst

We are looking for a Budget Analyst who will provide essential support to the Departmental Administrative Manager and collaborate with faculty, researchers, staff, and students within the Department of Earth & Planetary Sciences, focusing on financial oversight, particularly in Post Award management for EPS Faculty accounts.
Key Responsibilities
- Ensure all expenditures are reasonable, permissible, and appropriately allocated, adhering to both internal university policies and specific agency regulations throughout the entire lifecycle of costs—from initiation to final reconciliation.
- Stay informed about federal and non-federal regulations applicable to sponsored proposals to guarantee compliance, including understanding the varying terms and conditions of agreements and agency-specific travel guidelines.
- Reconcile monthly financial statements for both sponsored and non-sponsored projects in accordance with university standards.
- Verify that all relevant direct and indirect cost rates are applied accurately.
- Review and approve subaward invoices to ensure timely payments.
- Manage accurate and prompt internal and external billing processes, ensuring receipt of payments.
- Assist in the preparation and development of budget justifications to align with allocated funds.
- Collaborate with project Principal Investigators (PIs), Co-Investigators, and administrative personnel to facilitate effective budget allocation, project initiation, and comprehensive financial reporting.
- Generate reports as requested by management, analyzing data for accuracy and compliance.
- Support compliance matters related to sponsored research, including cost transfers and effort reporting.
- Work alongside Finance Staff and PIs to evaluate costs and review financial balances.
- Monitor and communicate any budgetary excesses to faculty and supervisors.
- Manipulate data to create financial reports and presentations for PIs.
- Conduct annual assessments of group fixed service center fees.
- Process various SAP transactions related to budgets, personnel, and sponsored funding.
- Reconcile procurement card transactions for faculty and staff, ensuring proper documentation and expense allocation.
- Facilitate ISR and eforms for faculty and team members, along with other necessary HR functions.
- Collaborate with PIs on reports, extensions, and other administrative tasks specific to sponsored projects.
- Maintain communication between PIs, JHURA, and the sponsored projects team to keep all parties informed of ongoing issues.
- Organize workflows around urgent grant requirements of faculty and students, often remotely.
- Educate PIs on processes and administrative requirements from sponsors and the university.
- Assist students prior to field research by reviewing expense logs, receipts, and reimbursement policies.
- Support students in the field with compiling and submitting reimbursements from grant funds.
- Analyze expenditure logs to ensure compliance with approved budgets and guidelines.
- Assist with various departmental front office tasks.
- Perform any additional duties as assigned.
Essential Skills and Qualifications
- Strong interpersonal, verbal, and written communication skills, along with financial, analytical, organizational, and technical proficiency.
- Ability to work independently with minimal supervision while exercising sound judgment and knowing when to seek guidance.
- Proficiency in office technology, including financial accounting systems and Microsoft Office 365 Suite.
- Capability to operate standard office equipment.
- Adaptability to changing priorities in a dynamic environment.
- General understanding of federal guidelines regarding grants and contracts.
- Willingness to learn new systems and methods to enhance departmental efficiency.
- Bachelor's Degree in Finance, Accounting, Business, or a related field.
- One year of progressively responsible experience in a related role.
- Additional education may substitute for required experience, and vice versa, as permitted by the equivalency formula.
- Experience with federal and private grant processes.
- Familiarity with Johns Hopkins' financial systems and tools such as SAP, Concur, COEUS/FIBI, PaymentWorks, and TimesheetX.

Starting Salary Range: $41.43 hourly (Commensurate with experience)
