Job Overview

Compensation Range: $26 to $28 per hour, with bi-weekly payment.

The Property Operations Manager oversees a designated portfolio of multi-family housing units within the Champlain Housing Trust's operational area. This role includes effective marketing of available rental units, fostering tenant relationships, managing rent collections, enforcing lease agreements, facilitating evictions, ensuring optimal unit occupancy rates, and supporting compliance and recertification processes in a collaborative manner. All tasks must adhere to Fair Housing regulations and all relevant local, state, and federal guidelines, including but not limited to LIHTC, RD, Section 8 NC/SR 811, and HOME.

The Property Operations Manager is a proactive team player with a constructive attitude, contributing to the success of the Property & Asset Management Department. This individual also engages in various activities in coordination with other Champlain Housing Trust staff across property management and additional departments.

Key Responsibilities:

  • Respond promptly and professionally to inquiries from tenants and prospective applicants via phone, email, and in-person, addressing and resolving issues while clearly communicating eligibility criteria and processes.
  • Manage all operational aspects of each property within the assigned portfolio, assisting colleagues as necessary. Responsibilities include maintaining vacancy records, conducting regular internal and external inspections, developing and managing property budgets, and overseeing vendor performance.
  • Handle tenant relations matters professionally and promptly, making referrals to social service agencies and other Champlain Housing Trust programs as needed, managing rent collection, coordinating evictions, facilitating move-ins and move-outs, enforcing lease terms, and maintaining comprehensive tenant records. Collaborate with legal representatives or other agencies as required to fulfill these responsibilities.
  • Support the Compliance Department to ensure adherence to all income and occupancy restrictions, including annual Landlord Certifications for renter tax rebates and HOME certifications.
  • Coordinate and provide assistance to team members and other departments as necessary.
  • Perform additional duties as required.

Qualifications:

  • A minimum of 10 years of experience in customer service, social work, business, or a related field, with a strong preference for at least 1 year in residential property management. A combination of relevant education and experience may be considered.
  • Familiarity with LIHTC, RD, and HOME programs, as well as experience in residential and/or commercial property management, is highly preferred.
  • Understanding of Section 8 NC/SR 811 and federal and state tenant laws and regulations.
  • Effective communication skills.
  • Ability to exercise sound judgment.
  • Contribute positively to a professional and respectful workplace environment.
  • Commitment to Champlain Housing Trust's model of community-controlled and permanently affordable housing.
  • Current certifications in Tax Credit, HUD, and RD Occupancy & Compliance Requirements or the ability to obtain them within six months of employment.
  • A valid driver's license and reliable transportation are required.
  • A criminal background check is mandatory.

Physical and Mental Requirements: The Property Operations Manager must possess the physical and mental capabilities to perform the essential job functions listed above. While performing essential job functions, the Property Operations Manager may need to use hands and fingers, walk, stand, reach, or lift items weighing up to 25 pounds.
