Job Overview

Compensation Range: $26 to $28 per hour, with bi-weekly payment.

The Property Operations Manager oversees a designated portfolio of multi-family housing units within the service area of Champlain Housing Trust. This role encompasses effective marketing of rental properties, fostering tenant relationships, managing rent collections, enforcing lease agreements, handling evictions, and ensuring optimal occupancy rates. Additionally, the manager assists with compliance and recertification processes in a collaborative and timely manner, adhering to Fair Housing regulations and all relevant state, federal, and local programs, including but not limited to LIHTC, RD, Section 8 NC/SR 811, and HOME.

The Property Operations Manager is a proactive team player with a positive outlook, contributing to the success of the Property & Asset Management Department. This individual collaborates with other staff members across various departments to achieve organizational goals.

Key Responsibilities:

  • Respond promptly and professionally to inquiries from tenants and prospective applicants via phone, email, and in-person, addressing concerns, clarifying eligibility criteria, and providing general information as needed.
  • Manage all aspects of the efficient operation of each property within the assigned portfolio, including maintaining vacancy records, conducting regular inspections, developing property budgets, and overseeing vendor performance.
  • Address tenant relations matters in a timely and professional manner, referring tenants to social service agencies and other programs as necessary, managing rent collection, facilitating evictions, coordinating move-ins and move-outs, enforcing lease terms, and maintaining accurate tenant records. Collaborate with legal representatives or other agencies as required.
  • Support the Compliance Department to ensure adherence to all income and occupancy restrictions, including annual Landlord Certifications for renter tax rebates and HOME certifications.
  • Provide assistance and support to team members and other departments as needed.
  • Perform additional duties as assigned.

Qualifications:

  • A minimum of 10 years of experience in customer service, social work, business, or a related field, with a strong preference for at least 1 year in residential property management. A combination of relevant education and experience may be considered.
  • Familiarity with LIHTC, RD, and HOME programs, as well as experience in residential and/or commercial property management, is highly preferred.
  • Knowledge of Section 8 NC/SR 811 and federal and state tenant laws and regulations.
  • Effective communication skills.
  • Sound judgment and decision-making abilities.
  • Ability to contribute positively to a professional and respectful workplace environment.
  • Commitment to Champlain Housing Trust's model of community-controlled and permanently affordable housing.
  • Current certifications in Tax Credit, HUD, and RD Occupancy & Compliance Requirements, or the ability to obtain them within six months of employment.
  • A valid driver's license and reliable transportation are required.
  • A criminal background check is mandatory.

Physical and Mental Requirements: The Property Operations Manager must possess the physical and mental capabilities to perform the essential duties outlined above. Reasonable accommodations may be provided to assist in fulfilling these responsibilities. The role involves extended periods of sitting at a desk and may require prolonged computer use. Essential duties may involve using hands and fingers, walking, standing, reaching, or lifting up to 25 pounds.
