Program Support Technician III (Project Based)

Position Overview: As an integral part of the Research and Rural Development Department, the Program Support Technician III operates under the guidance of the Director or their representative, executing a comprehensive array of support functions associated with the planning, execution, and assessment of diverse programs. Responsibilities may encompass contract management, financial oversight, accounting tasks, and grant administration. This role is project-oriented.

ROLE SUMMARY: Under the supervision of the Director or their delegate, the Program Support Technician III aids in the formulation and provision of technical assistance, drafting policies and procedures pertinent to all facets of program management, including quality assurance and administrative support linked to the allocation of funds to grant partners, contractors, and individuals. The Technician will offer financial and accounting support for grant management initiatives in alignment with federal and state compliance standards and provide guidance to program managers on interpreting federal and state regulations, requirements, and advisory documents.

The Program Support Technician III will ensure adherence to various program stipulations, maintain reporting timelines and financial data related to grant awards, and monitor documentation through established processes. Responsibilities may also involve liaising with grantees for supplementary information or overdue reports, alerting program managers to inconsistencies, completing checklists and forms as part of oversight procedures, verifying and reconciling project reports and budgets, and preparing documentation for audit processes.

SUPERVISION: The Program Support Technician III functions in a non-exempt, non-supervisory capacity, exhibiting a higher degree of independence and accountability.

Key Responsibilities:
  • Interpret, clarify, and apply grant-related statutes, regulations, or policy directives to documents, grantees, and staff.
  • Draft funding agreements, cooperative agreements, or other financial contracts with grant recipients in compliance with regulations, grant protocols, and departmental policies.
  • Engage in planning sessions to ascertain program outcomes and necessary collaboration with AHFC personnel, private entities, non-profits, and governmental bodies.
  • Assist in the facilitation of educational workshops, meetings, and conferences linked to various programs.
  • Initiate reimbursement requests, purchase orders, payment applications, and travel authorization processes.
  • Evaluate the appropriateness of transactions and budget adjustments against funding source guidelines and collaborate with the Support Services Manager to resolve financial discrepancies.
  • Monitor the submission of subgrantee/contractor reports and ensure that all required deliverables are complete, approved, and submitted in an organized and timely manner.
  • Review grants/contracts, requests for proposals, and other solicitation documents for compliance with grants management standards.
  • Assess and recommend modifications to grant and contractual agreements covering project work plans, timelines, detailed budget items, and allowable expenses, including indirect costs, deliverables, matching obligations, reporting requirements, and other stipulations.
  • Provide technical support to grantees and contractors on the accurate preparation of monthly invoices, request supporting documentation, and budget revisions to accommodate necessary changes.
  • Assist in the preparation, review, and approval of progress and financial closeout reports and documents for submission to the originating funding agency.
  • Other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge: Familiarity with locating and comprehending State and Federal rules, regulations, policies, procedures, and general reporting obligations for grants and grant recipients, including OMB Circulars and AHFC Grant Regulations. Understanding of program tracking and budgeting methodologies, principles, and practices.

Skills: Proficient in various software applications such as Microsoft Office, including Excel, Word, PowerPoint, and Outlook. Ability to organize data and files, interpret regulations, implement and adhere to procedures, and select and apply guidelines and protocols.

Abilities: Strong communication skills are essential in this role, including the capacity to read, comprehend, interpret, clarify, and apply program-related laws, regulations, or policy guidance to ensure programs meet compliance standards, objectives, and timelines within budgetary constraints.

The Program Support Technician III should possess the ability to assess program needs, quality, and consistency while interacting professionally with all stakeholders involved.

Minimum Qualifications:

Four years of relevant experience in planning, accounting, grant administration, budgeting, and contracts may substitute for the required education on a year-for-year basis.
A two-year degree with two years of relevant experience, or
A four-year degree from an accredited institution.

Substitution: Related business college coursework or degree may be substituted for required experience on a year-for-year basis.

This is a level 17 position with an annual salary of $62,000. Excellent benefits package available.
