Position Overview

This role is situated within the Department of Health and Human Services (DHHS), specifically in the Office of the Secretary (OS), under the Office of the Assistant Secretary for Technology Policy (ASTP) and the Office of the National Coordinator for Health Information Technology (ONC). This position offers the flexibility of telework and may also allow for remote work based on agency guidelines.

Key Responsibilities

ROLE SUMMARY

The Chief Technology Officer (CTO) plays a pivotal executive leadership role within ASTP/ONC, spearheading various cross-divisional technology initiatives across the organization. The CTO is responsible for fostering innovation in information technology and leveraging technology to enhance the efficiency of HHS policies and programs. The incumbent will create a comprehensive vision to establish the necessary technological infrastructures, policies, and services that promote innovative solutions within HHS.

The CTO will oversee and guide the HHS Chief Data Officer (CDO), the HHS Chief Artificial Intelligence Officer (CAIO), and the Director of the Digital Services Division (DSD). In this capacity, the CTO will provide strategic direction and operational oversight for a diverse array of high-priority initiatives.

Leadership Duties:
  • Establishes a clear vision and leads the development, implementation, and modernization of the HHS technology strategy, ensuring alignment with organizational goals.
  • Guides the organization in identifying and assessing emerging technologies and trends that can foster innovation and adaptability.
Policy and Strategic Planning:
  • Formulates policies and strategic plans concerning technology, data, and artificial intelligence to support HHS priorities and objectives, including strategic and capital planning, workforce management, and resource allocation.
Technology Governance:
  • Provides insights and recommendations to cross-functional teams to address operational challenges, from product development to the prototyping of new technologies.
  • Evaluates and recommends IT platforms, applications, databases, and other technological tools.
Collaboration:
  • Engages with other executives and stakeholders to understand their technological needs and align solutions accordingly.
  • Coordinates strategically with other senior officials to ensure data management and protection needs are met.
Qualifications

Applicants must demonstrate progressively responsible leadership experience indicative of senior executive managerial capability, typically gained at or above the GS-15 grade level in the Federal service or its equivalent in other sectors. Candidates must provide evidence of their leadership experience, including the Fundamental Competencies, Executive Core Qualifications (ECQs), and Mandatory Technical Qualifications (MTQs).

1. Extensive experience managing large-scale technical programs within a federal agency or equivalent corporate environment, including leading project teams and adapting to technological advancements.

2. Proven experience in developing and interpreting policies and strategies for service delivery across an organization.

Additional Information

Salary for this position varies based on qualifications and may include performance bonuses. This is a career position in the Senior Executive Service (SES), and successful candidates will complete a one-year probationary period.
