The IT Strategy and Technology Consultant will act as a key advisor to our federal clientele, utilizing extensive knowledge in IT strategy, technological advancements, and governmental budgetary frameworks to influence strategic choices and improve organizational efficiency. This position encompasses delivering expert evaluations, fostering strategic coherence across service lines, and aiding in the formulation of budget strategies that correspond with the client's long-term goals.

Key Responsibilities:

  • Strategic Advisory and Coordination:
  • Guide senior executives and the CIO Strategy Shop in the formulation and implementation of the IT Strategic Plan, ensuring it aligns with the organization's mission, vision, and objectives.
  • Promote strategic coherence across OIT service lines, ensuring all initiatives are synchronized with CIO priorities.
  • Articulate and convey the value proposition of the IT Strategic Plan to secure organizational buy-in and comprehension, assisting service lines in aligning their activities with strategic aims.
  • Evaluate and propose enhancements to current processes and frameworks, driving improvements that support strategic objectives.
  • Technology Trend Analysis and Strategic Insights:
  • Deliver expert evaluations of industry trends, emerging technologies, and best practices, providing strategic insights that shape the IT strategy and budget planning.
  • Prepare and present whitepapers, reports, and briefings on technology trends, emphasizing their relevance and potential impact on the mission and strategic initiatives.
  • Remain informed about congressional directives, executive orders, and federal mandates, ensuring that the IT strategy is compliant and responsive to external influences.
  • Budget Strategy and PPBE Process Support:
  • Provide consulting assistance in the Planning, Programming, Budgeting, and Execution (PPBE) process, ensuring alignment of IT budget planning with strategic objectives.
  • Support the creation of a standardized framework for budget coordination across various organizations, enhancing process efficiency and synergy.
  • Offer insights and recommendations on spending plans, ensuring that budget strategies align with OIT priorities and identifying areas for enhancement.

Required Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related discipline (Master's degree preferred).
  • A minimum of five (5) years of experience in IT consulting, strategic planning, or governmental budgeting, demonstrating the ability to manage complex projects and advise senior leadership.
  • A proven history as a business consultant, with experience in guiding organizations through strategic planning, technology adoption, and budget coordination.
  • Strong analytical and strategic thinking capabilities, with a record of delivering actionable insights through high-quality reports, whitepapers, and presentations.
  • Exceptional communication and facilitation skills, capable of engaging and influencing stakeholders at all organizational levels.

Proficiency in Microsoft Office applications (Word, Excel, PowerPoint), along with additional experience using industry-standard tools for strategic analysis and planning.
