The Vice President of Technology Strategy plays a pivotal executive role within the organization, spearheading various cross-functional technology projects across divisions.

This leader will drive IT innovation and leverage technology in novel ways to enhance the efficiency of policies and programs.

The incumbent will craft a comprehensive vision to ensure the implementation of appropriate technological frameworks, policies, and services that foster innovative solutions.


The Vice President will oversee and mentor the Chief Data Officer, the Chief Artificial Intelligence Officer, and the Director of Digital Services.

In this capacity, the Vice President will provide strategic guidance and operational oversight for a multitude of high-priority initiatives.

The role demands senior executive-level strategic advice and leadership in the following domains:

Leadership:

Offers vision and direction for the development, execution, and modernization of the technology strategy in alignment with organizational goals.

Guides the organization in recognizing and assessing emerging technologies and trends that can stimulate innovation and adapt to evolving opportunities.


Policy and Strategic Planning:
Formulates policies and strategic plans related to technology, data, and AI to support organizational priorities.

This encompasses strategic planning, capital investment control, workforce planning, policy development, resource management, and infrastructure management.


Technology Governance:

Provides insights and recommendations to cross-functional teams to address operational challenges from product development to feasibility assessments of new technologies.

Evaluates and recommends IT platforms, applications, databases, web services, AI tools, and other technological solutions.

Collaboration:
Engages closely with other executives and stakeholders to comprehend their technological requirements and align solutions accordingly.

Ensures strategic coordination with other senior officials responsible for data management to meet data needs effectively.


Additional Qualifications/Responsibilities


Applicants must demonstrate progressively responsible leadership experience indicative of senior executive managerial capability relevant to the outlined qualifications.

Typically, such experience will have been acquired at or above the equivalent of the GS-15 grade level in federal service or its equivalent in state, local government, private sector, or non-governmental organizations.

Failure to meet this fundamental qualification will result in exclusion from further consideration.


All competitive candidates for senior executive positions must exhibit leadership experience indicative of senior management capability.

To meet the minimum qualifications, candidates must demonstrate the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQs) in their resumes.

It is advisable that resumes highlight levels of responsibility, scope and complexity of managed programs, and achievements.

Mandatory Technical Qualifications (MTQs):


This position necessitates MTQs that reflect essential knowledge, skills, and abilities for success.

Extensive experience managing large, complex technical programs within a federal agency or equivalent corporate portfolio.

Proven experience leading extensive project teams across multi-year timelines, providing direction to supervisors, and presenting intricate technical and policy information to executive management.

Ability to swiftly adapt to technological advancements and devise strategies for new health technology initiatives.

Demonstrated experience in developing and interpreting policies and strategies governing service planning and delivery throughout an organization.
