The IT Strategy and Technology Business Consultant will act as a key advisor to the VA's Office of Strategic Coordination (OSC), utilizing extensive knowledge in IT strategy, technological advancements, and governmental budgeting processes to facilitate strategic decision-making and improve organizational performance. This role encompasses delivering expert analysis, fostering strategic alignment across various service lines, and aiding in the formulation of budget strategies that correspond with the VA's long-term goals. The ideal candidate will possess a robust consulting background, merging technical expertise with business insight to promote innovation and strategic coherence within the VA.

Key Responsibilities:

  • Strategic Advisory and Coordination:
    Provide guidance to the OSC and CIO Strategy Shop on the formulation and implementation of the VA IT Strategic Plan, ensuring it aligns with the organization's mission, vision, and objectives.
    Facilitate strategic alignment across OIT service lines, ensuring all initiatives are synchronized with CIO priorities.
    Articulate and communicate the value proposition of the IT Strategic Plan to secure understanding and support throughout the organization, assisting service lines in aligning their activities with strategic aims.
    Evaluate and propose enhancements to existing processes and frameworks, driving improvements that support the OSC's strategic objectives.
  • Analysis of Technology Trends and Strategic Insights:
    Deliver expert analysis of industry trends, emerging technologies, and best practices, providing strategic insights that shape the VA's IT strategy and budget planning.
    Prepare and present whitepapers, reports, and briefings on technology trends, emphasizing their relevance and potential impact on the VA's mission and strategic initiatives.
    Remain informed about congressional guidance, executive orders, and federal mandates, ensuring that the VA's IT strategy is compliant and responsive to external influences.
  • Support for Budget Strategy and PPBE Process:
    Provide consulting assistance in the Planning, Programming, Budgeting, and Execution (PPBE) process, aligning IT budget planning with the VA's strategic objectives.
    Assist in creating a standardized framework for budget coordination across various VA organizations, enhancing efficiency and synergy in processes.
    Offer insights and recommendations regarding spending plans, ensuring budget strategies align with OIT priorities and identifying areas for enhancement.

Required Qualifications:

A Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field (Master's degree preferred).
A minimum of five years of experience in IT consulting, strategic planning, or government budgeting, demonstrating the ability to manage complex projects and advise senior leadership.
A proven history as a business consultant, with experience in guiding organizations through strategic planning, technology adoption, and budget coordination.
Strong analytical and strategic thinking abilities, with a track record of delivering actionable insights through high-quality reports, whitepapers, and presentations.
Excellent communication and facilitation skills, capable of engaging and influencing stakeholders at all organizational levels.
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint), along with experience using industry-standard tools for strategic analysis and planning.
