CPI Alternative Response Supervisor II

The CPI Supervisor engages in advanced consultative services, technical guidance, and supervisory responsibilities.

This role oversees administrative personnel and a team of caseworkers tasked with conducting Investigations and Alternative Response (AR) cases within the CPI Division.

The Supervisor offers case consultations and monitors the progress of cases within the unit by leveraging data analytics to identify trends and patterns related to risk and child safety concerns.

This position involves selecting, hiring, managing, and developing staff through performance data reviews, individual meetings, case evaluations, data analysis, field assessments, and team gatherings to ensure productivity and adherence to policies, procedures, and service standards.

Provides expert consultative services, analytical support, and technical assistance to design, implement, and oversee solutions and enhancements resulting from assessments of CPI cases within the unit, focusing on all child safety matters to ensure optimal outcomes for the families served.

The Supervisor delivers subject matter expertise, guidance, and consultation to unit staff, internal and external stakeholders to foster effective service delivery.

The Supervisor is responsible for critical decisions essential to child protection.

Consults with program leadership, regional and state office management, regional caseworkers, and external public and private stakeholders to discuss complex, high-profile, and sensitive CPI cases and prioritizes urgent reports.

The role of an investigative supervisor is dynamic and fast-paced, requiring daily evaluations and decision-making regarding child safety issues.

This position entails regular on-call responsibilities, with frequency and timeframes determined by the regional area, including holidays and weekends.

The position oversees the unit in compliance with the Child Protective Services Handbook, relevant Family Code, and Minimum Standards for child placing agencies.

The Supervisor interacts routinely with clients, judicial personnel, attorneys, child advocacy organizations, medical and educational staff, and all parties involved in investigations assigned to their unit.

Operates under limited supervision, with significant latitude for initiative and independent judgment.

Travel is required for 40% of the time.

Key Responsibilities:

  • Maintains regular attendance in accordance with agency leave policies and performs additional duties as assigned.
  • Oversees, directs, and manages case actions related to safety, risk, and permanency on a daily basis. Ensures timely contact is made on all cases and staff continually assess child safety throughout investigations by reviewing case records to confirm documentation accurately reflects all contacts. Evaluates unit performance through case reviews, ensuring safety assessments and reassessments are completed promptly, and referrals to community resources are provided when necessary to mitigate risks to children. Reviews cases submitted for closure per departmental policies and procedures. Engages with program leadership when unresolved danger indicators or high-risk factors are present. (40%)
  • Implements program guidelines, performs administrative tasks for staff, and conducts unit meetings. The Supervisor reviews abuse/neglect intakes routed to the unit daily, evaluates case readings, and provides case consultation to address child safety and risk issues, ensuring timely family contact. The Supervisor oversees time and leave entries in the Centralized Accounting and Payroll/Personnel System (CAPPS) and manages all overtime accrued by staff. Conducts training and monthly meetings with staff to communicate essential updates regarding policies and procedures, address productivity trends, discuss daily operations, provide CPI updates, and promote team cohesion.   • Interviews, selects, hires, manages, and develops staff. Conducts field visits, reviews performance data, holds monthly conferences, trains, and completes performance evaluations. Assesses unit performance through case readings, computer reports, and observation of unit operations to ensure compliance with policies, procedures, and service standards. The Supervisor aims to educate and develop competent staff capable of engaging, supporting, and empowering families to ensure the safety, permanency, and well-being of the children and families served. Provides guidance on policies, procedures, best practices, and ongoing professional development support. (20%)
  • Consults with unit staff and interprets program policies and procedures to agency staff, parents, children, youth, caregivers, volunteers, advocates, judges, educational and juvenile justice stakeholders, and the general public. Develops and maintains effective working relationships with internal and external stakeholders to ensure coordination, quality, efficiency, and effectiveness of the unit's performance. Represents the program at meetings, conferences, workgroups, hearings, and other events. (10%)
  • Performs additional duties as required to maintain unit operations. (5%)

Required Knowledge, Skills, and Abilities:

  • Knowledge of state and federal laws and regulations related to the INV program.
  • Specialized knowledge of INV program and child welfare practices.
  • Strong verbal and written communication skills.
  • Ability to establish and maintain productive working relationships both internally and externally.
  • Proficient in operating a personal computer and utilizing various software applications.
  • Capable of preparing clear and concise reports.
