GENERAL PURPOSE

To execute a range of professional, administrative, and technical accounting and financial functions in maintaining the fiscal records and systems of the City of Killeen.


SUPERVISION EXERCISED
Employee holds no supervisory responsibilities.

RESPONSIBILITIES

Assists in the upkeep of the fiscal records of the City, ensuring adherence to proper accounting practices as established by the Governmental Accounting Standards Board.

Plans, directs, and coordinates the activities of personnel engaged in reviewing, examining, and assessing proposed and operational budgets.

Contributes to the formulation of the City's five (5) year revenue and expenditure forecast.

Prepares and updates various management reports, periodic reviews, and related documentation.

Assists in the development of the City's Annual Budget and Plan of Municipal Services along with the capital improvements program budget.

Supports the preparation of the City's annual debt service manual.

Periodically reviews and assesses the City's internal controls over accounts payable, cash management, accounts receivable, inventories, and fixed assets, addressing any identified deficiencies.

Facilitates the independent auditors during the City's annual audit, ensuring timely completion of the comprehensive annual financial report and the single audit report.

Prepares and updates a variety of studies, reports, and related information to aid in decision-making processes.

Plans, reviews, and conducts special studies in areas such as organizational changes, production methods, and operational procedures.

Assists in drafting ordinances and policies pertinent to finance.

Plays a crucial role in posting year-end journal entries, closing the City's financial records, and accurately adopting the budget into the financial system in a timely manner.

Provides responses to inquiries regarding the budget or the City's accounting records.

Adheres to the assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures compliance with the City's Personnel Rules and Regulations; maintains a valid driver's license, if required, and follows the City of Killeen driving policy accordingly.

Performs additional duties as assigned.


EDUCATION AND EXPERIENCE
Graduation from an accredited four-year college or university with a degree in accounting, finance, business, or a closely related field; and,
Three (3) years of progressively responsible experience in accounting and finance work; or
Any equivalent combination of education and experience.
Public Sector experience is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of contemporary governmental accounting theory, principles, and practices.
Considerable knowledge of internal control procedures and management information systems.
Considerable knowledge of office automation and computerized financial applications.
Considerable knowledge of public finance and fiscal planning.
Considerable knowledge of payroll and accounts payable functions; working knowledge of budgetary, accounting, and reporting systems.
Proficient in Microsoft Office Suite.
Skill in operating the listed tools and equipment.
Ability to prepare and analyze complex financial reports.
Ability to maintain efficient and effective financial systems and procedures.
Ability to establish and maintain effective working relationships with colleagues and City officials.
Ability to communicate effectively both orally and in writing; ability to operate a wide range of computer equipment.
Ability to maintain regular and punctual attendance.

SPECIAL REQUIREMENTS
Must possess a valid Texas driver's license within 60 days of hire.
Must be bondable.

Personal computer, including word processing and spreadsheet software; mainframe computer system; 10-key calculator; telephone; motor vehicle; copy machine; fax machine.
