Job Overview

GENERAL PURPOSE

To execute a range of professional, administrative, and technical accounting and financial functions in managing the fiscal records and systems of the City.

SUPERVISION EXERCISED

Employee holds no supervisory responsibilities.

Key Responsibilities

1. Aids in the upkeep of the City’s fiscal records and ensures adherence to proper accounting practices as established by the Governmental Accounting Standards Board.

2. Organizes, directs, and coordinates the efforts of personnel engaged in the review, examination, and assessment of proposed and operational budgets.

3. Contributes to the formulation of the City's five-year revenue and expenditure forecast.

4. Compiles and refreshes a variety of management reports, interval reviews, and associated documents.

5. Assists in drafting the City's Annual Budget and Plan of Municipal Services along with the capital improvements program budget.

6. Aids in the development of the City's annual debt service manual.

7. Regularly reviews and assesses the City's internal controls over accounts payable, cash, accounts receivable, inventories, and fixed assets, addressing any system deficiencies.

8. Supports independent auditors during the City's annual audit and ensures timely completion of the comprehensive annual financial report and the single audit report.

9. Prepares and updates various studies, reports, and related information for decision-making purposes.

10. Plans, reviews, and conducts special studies in areas such as organizational changes, production methods, and operational procedures.

11. Assists in drafting ordinances and policies pertinent to finance.

12. Plays a crucial role in posting year-end journal entries, closing the City's financial records, and accurately adopting the budget into the computer system in a timely manner.

13. Provides responses to inquiries regarding the budget or the City's accounting records.

14. Adheres to the assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures compliance with the City's Personnel Rules and Regulations; maintains a valid driver's license if required, and follows the City of Killeen driving policy accordingly.

15. Performs additional duties as assigned.

Required Minimum Qualifications

Education and Experience:
1. Graduation from an accredited four-year college or university with a degree in accounting, finance, business, or a closely related field; and,
2. Three (3) years of progressively responsible experience in accounting and finance work; or
3. Any equivalent combination of education and experience.
4. Public Sector experience preferred.

Knowledge, Skills and Abilities:
(A) Extensive knowledge of contemporary governmental accounting theory, principles, and practices.
(B) Extensive knowledge of internal control procedures and management information systems.
(C) Extensive knowledge of office automation and computerized financial applications.
(D) Extensive knowledge of public finance and fiscal planning.
(E) Extensive knowledge of payroll and accounts payable functions; working knowledge of budgetary, accounting, and reporting systems.
(F) Proficient in Microsoft Office Suite.
(G) Skill in operating the listed tools and equipment.
(H) Ability to prepare and analyze complex financial reports.
(I) Ability to maintain efficient and effective financial systems and procedures.
(J) Ability to establish and maintain effective working relationships with coworkers and City officials.
(K) Ability to communicate effectively both orally and in writing; ability to operate a wide range of computer equipment.
(L) Ability to maintain regular and punctual attendance.

Special Requirements

Must possess a valid Texas driver's license within 60 days of hire.

Must be bondable.
