What We Provide
The County of Ventura presents a competitive compensation and benefits package that encompasses:
A general salary increase of 3.5%.

Educational Incentive:
Completion of an associate degree (2.5%), bachelor's degree (3.5%), or graduate degree (5%) is not a prerequisite for this role.

Annual Leave/Accruals Redemption:
The opportunity to redeem up to 100 hours of Annual Leave annually.

Selected candidates will accrue 208 hours per year, increasing to 288 hours after five years of service.

Deferred Compensation: 401(k) Shared Savings Plan and/or Section 457 Plan, with up to a 3% match on your 401(k) contributions.

After five years of continuous service, an additional 2% non-elective contribution will be made to the 401(k) plan.


Health Plans:

An annual flexible credit allowance of up to $23,530 is available for purchasing medical, dental, and/or vision insurance from authorized plans.


Flexible Spending Accounts:
Pre-tax benefits for eligible medical, dental, and vision care expenses.

Pension Plan:
Contributions from both the County and the employee towards the County's Retirement Plan and Social Security. Eligibility for reciprocity with other public retirement systems may apply.

Bilingual Incentive:

Proficiency levels by exam yield $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).

Holidays - 12 paid days per year, including a scheduled floating holiday.

The Sustainability Division

The Sustainability Division within the County Executive Office comprises local government staff and those collaborating on regional initiatives.

This division addresses various issues, including the coordination of the County's Sustainability Committee, which consists of County departments and agencies focused on ensuring that all County facilities meet efficiency goals and are resilient to climate change impacts; managing the Ventura County Climate Emergency Council; and executing the County of Ventura's Climate Action Plan.


The Sustainability Division also administers the Tri-County Regional Energy Network (3C-REN), a partnership between the Counties of San Luis Obispo, Santa Barbara, and Ventura, aimed at delivering energy-saving programs and industry training to reduce energy consumption, bolster local job markets, and support climate goals.

For households, 3C-REN provides direct energy-saving opportunities, particularly for hard-to-reach and underserved communities. For industry, it offers capacity-building services, including workforce training and technical code support. Serving both public and private sector professionals, 3C-REN addresses the needs of the local building industry.


Additionally, the Sustainability Division oversees the Ventura County Regional Energy Alliance (VCREA), a Joint Powers Authority composed of public agencies collaborating to promote energy stewardship and sustainability practices in the region.

VCREA coordinates with public agencies, including local jurisdictions, schools, and special districts, as well as businesses and residents of Ventura County, to optimize the use of available resources for a sustainable future.

VCREA's mission is to unify local resources for residential, commercial, and municipal energy efficiency, serving as a comprehensive resource.

The Role
Under direction, the Sustainability Program Administrator supports sustainability initiatives and outreach efforts.

This role involves collaboration with other County departments and divisions to ensure compliance with county policies and procedures related to various climate and energy programs.

The position entails project development and management tasks, program monitoring, reporting and evaluation, coordination of administrative tasks in fiscal management, business technology, strategic planning, and other program administration areas, while ensuring adherence to funding agreements, contracts, and grants.

This role also identifies emerging trends, potential challenges, and new opportunities for the Sustainability Division.


The ideal candidate will possess a Bachelor's and/or Master's degree in administration, project management, sustainability, government, or a related field; have knowledge of best practices in program administration; be detail-oriented with excellent organizational, time management, interpersonal, and communication skills; be capable of multitasking, and have experience in program implementation.

This individual will also be a collaborative team player and demonstrate political acumen when engaging with various stakeholders and representatives.

Program Administrator I:
$69, $97,465.43

Program Administrator II:
$77, $109,170.02

Program Administrator III:
$81, $114,293.20

Senior Program Administrator:
$91, $128,450.31

NOTE:

If appointed at a lower level, the incumbent may be promoted to a higher level without further examination upon meeting minimum requirements, demonstrating satisfactory performance, and in accordance with departmental business needs.

Program Administrator I/II/III/Senior are management classifications and are not eligible for overtime compensation.

Key Responsibilities:

Develop and implement program strategies, including work plans, goals, objectives, policies, and procedures in compliance with relevant laws and regulations; maintain related documentation.

Perform administrative tasks in fiscal management, business technology, strategic planning, and other program administration areas.
Identify and apply for federal, state, and local grant opportunities to enhance climate and energy programs.
Prepare or update program process manuals.

Design and develop outreach materials, including websites, social media, and newsletters; maintain and update web content and mailing list communications.

Prepare and present reports and correspondence to various committees and boards.
Represent the County at public outreach events, workshops, and advisory committees focused on climate action planning and adaptation.
Collect, analyze, and report on data related to community greenhouse gas emissions or other program performance metrics.
Perform other related duties as required.

Qualifications:

Any combination of education, training, and experience that demonstrates possession of the required knowledge, skills, and abilities (KSAs).

Possession of the required KSAs may typically be demonstrated by one of the following combinations of education and experience:

Possession of a Bachelor's degree from an accredited college or university in administration, energy management, sustainability, or a closely-related field

AND
full-time experience in program planning, development, and administration, including establishing priorities and meeting competing deadlines and objectives.


Program Administrator I:
One (1) year of recent, paid, and highly related experience
Program Administrator II:
Two (2) years of recent, paid, and highly related experience
Program Administrator III:
Three (3) years of recent, paid, and highly related experience
Senior Program Administrator:
Five (5) years of recent, paid, and highly related experience

NECESSARY SPECIAL REQUIREMENTS:
Possession and maintenance of a California driver license
Skilled in public speaking
Experience with community outreach
Experience establishing and maintaining effective working relationships with diverse stakeholders
Proficiency with MS Word, Excel, PowerPoint, and Teams.

DESIRED:
Bachelor's and/or Master's degree in administration, project management, sustainability, or a closely related field
Experience developing and implementing sustainability programs with knowledge of California sustainability, climate, adaptation, and energy issues
Experience collaborating with state and local climate agencies
Ability to work independently with initiative and independent judgment
Experience in developing, analyzing, and monitoring grant proposals.

Ability to maintain research analysis summaries, charts, memorandums, and other documentation as needed for effective program research collection and policy implementation.


Knowledge, Skills, and Abilities:

Working knowledge of energy and sustainability program development and implementation; principles and practices of program planning, development, and administration; relevant regulations, policies, and procedures; terminology used in assignment; developing, analyzing, and monitoring program grant proposals; modern office procedures, methods, and equipment including computers; software packages, such as MS Word, Excel, PowerPoint, and Teams.
