What We Provide
The County of Ventura presents a competitive compensation and benefits package that encompasses:
A general salary increase of 3.5%.

Educational Incentive:
Attainment of an associate degree (2.5%), bachelor's degree (3.5%), or graduate degree (5%) is not a prerequisite for this role.

Annual Leave Redemption:
The option to redeem up to 100 hours of Annual Leave annually.

Selected candidates will accrue 208 hours per year, increasing to 288 hours after five years of service.

Deferred Compensation: 401(k) Shared Savings Plan and/or Section 457 Plan, with a potential 3% match on 401(k) contributions.

After five years of continuous service, an additional 2% non-elective contribution will be made to the 401(k) plan.


Health Plans:

An annual flexible credit allowance of up to $23,530 is available for purchasing medical, dental, and/or vision insurance from authorized plans.

Pre-tax benefits for eligible medical, dental, and vision care expenses.

Pension Plan:

Bilingual Incentive:

Proficiency levels by exam are compensated at $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).

Holidays - 12 paid days per year, including a scheduled floating holiday.

The Sustainability Division

The Sustainability Division within the County Executive Office comprises local government staff and personnel engaged in regional initiatives.

This division addresses various matters, including the coordination of the County's Sustainability Committee, which includes departments and agencies ensuring that all County facilities meet efficiency objectives and are resilient to climate change impacts; management of the Ventura County Climate Emergency Council; and execution of the County's Climate Action Plan.


The Sustainability Division also oversees the Tri-County Regional Energy Network (3C-REN), a collaboration among the Counties of San Luis Obispo, Santa Barbara, and Ventura aimed at delivering energy-saving programs and industry training to reduce energy consumption, bolster local job markets, and support climate goals.

For households, 3C-REN provides direct energy-saving opportunities, focusing on hard-to-reach and underserved communities. For industry, it offers capacity-building services, including workforce training and technical code support. 3C-REN caters to both public and private sector professionals, addressing the needs of the local building industry.


Additionally, the Sustainability Division manages the Ventura County Regional Energy Alliance (VCREA), a Joint Powers Authority composed of public agencies collaborating to promote energy stewardship and sustainability practices in the region.

VCREA assists public agencies, local jurisdictions, schools, special districts, businesses, and residents of Ventura County in effectively utilizing available resources to create a sustainable future for the region.

VCREA's mission is to connect local resources for residential, commercial, and municipal energy efficiency, serving as a comprehensive resource.

The Role
Under supervision, the Sustainability Program Administrator supports sustainability initiatives and outreach efforts.

This role involves collaboration with other County departments and divisions to ensure compliance with all relevant policies and procedures regarding climate and energy-related programs.

The position entails project development and management tasks, program monitoring, reporting and evaluation, coordination of administrative functions in fiscal management, business technology, strategic planning, and other program administration areas, ensuring adherence to funding agreements, contracts, and grants.

The role also involves identifying emerging trends, potential challenges, and new opportunities for the Sustainability Division.


The ideal candidate will possess a Bachelor's and/or Master's degree in administration, project management, sustainability, government, or a related field; have knowledge of best practices in program administration; be detail-oriented with excellent organizational, time management, interpersonal, and communication skills; be capable of multitasking, and have experience in program implementation.

Additionally, the candidate should be a team player and demonstrate political acumen when engaging with various stakeholders and representatives.


Key Responsibilities:
  • Develop and implement program strategies, including work plans, goals, objectives, policies, and procedures in compliance with relevant laws and regulations.
  • Maintain related documentation and files.
  • Perform administrative tasks in fiscal management, business technology, strategic planning, and other program administration areas.
  • Identify and apply for federal, state, and local grant opportunities to advance climate and energy initiatives.
  • Prepare and update program process manuals.
  • Create and maintain outreach materials, including websites and newsletters.
  • Prepare and present reports to various committees and boards.
  • Represent the County at public outreach events and workshops focused on climate action planning.
  • Collect, analyze, and report data related to community greenhouse gas emissions and program performance metrics.
  • Perform other related duties as required.

Qualifications:
Any combination of education, training, and experience that demonstrates possession of the required knowledge, skills, and abilities (KSAs).

Possession of the required KSAs may typically be demonstrated by one of the following combinations of education and experience:

Possession of a Bachelor's degree from an accredited institution in administration, energy management, sustainability, or a closely related field

AND
full-time experience in program planning, development, and administration, including establishing priorities and meeting deadlines.

Program Administrator I:
One (1) year of recent, paid, and relevant experience.

Program Administrator II:

Two (2) years of recent, paid, and relevant experience.

Program Administrator III:

Three (3) years of recent, paid, and relevant experience.

Senior Program Administrator:

Five (5) years of recent, paid, and relevant experience.

Special Requirements:
Possession and maintenance of a valid California driver license.
Skilled in public speaking and community outreach.
Experience in establishing and maintaining effective working relationships with diverse stakeholders.
Proficient in maintaining various reports and documentation related to program activities.
Familiarity with MS Word, Excel, PowerPoint, and Teams.

Desirable:
Bachelor's and/or Master's degree in administration, project management, sustainability, or a closely related field.
Experience in developing and implementing sustainability programs with knowledge of California sustainability and climate issues.
Experience collaborating with state and local climate agencies.
Ability to work independently with initiative and independent judgment.
Experience in developing, analyzing, and monitoring grant proposals.

Ability to maintain research analysis summaries and documentation for effective program implementation.
