The County of Ventura presents a competitive compensation and benefits package that encompasses:
A general salary increase.
Educational Incentive:
Completion of an associate degree (2.5%), bachelor's degree (3.5%), or graduate degree (5%) is not a prerequisite for this role.
Annual Leave/Accruals Redemption:
The option to redeem up to 100 hours of Annual Leave annually.
Selected candidates will accrue 208 hours per year, increasing to 288 hours after five years of service.

The Sustainability Division of the County Executive Office comprises local government staff and personnel collaborating on regional initiatives.
This division addresses various issues, including the coordination of the County's Sustainability Committee, which consists of departments and agencies ensuring that all County facilities meet efficiency objectives and are resilient to climate change impacts; management of the Ventura County Climate Emergency Council; and execution of the County of Ventura's Climate Action Plan.
The Sustainability Division also administers the Tri-County Regional Energy Network (3C-REN), a collaboration between the Counties of San Luis Obispo, Santa Barbara, and Ventura aimed at delivering energy-saving programs and industry training to reduce energy consumption, bolster local job markets, and support climate goals.
Additionally, the Sustainability Division oversees the Ventura County Regional Energy Alliance (VCREA), a Joint Powers Authority composed of public agencies collaborating to promote good energy stewardship and sustainability practices in the region.
VCREA coordinates and assists public agencies, including local jurisdictions, schools, and special districts, as well as businesses and residents of Ventura County, to effectively utilize available resources for a sustainable future.
VCREA's mission is to partner local resources for residential, commercial, and municipal energy efficiency, serving as a comprehensive resource.The Role
Under supervision, the Sustainability Program Administrator aids in the management of Sustainability programs and outreach.
This role involves collaboration with other County departments and divisions to ensure compliance with county policies and procedures across various climate and energy-related programs.
Responsibilities include project development and management, program monitoring, reporting and evaluation, coordination of administrative tasks in fiscal management, business technology, strategic planning, and other program administration areas, while ensuring adherence to funding agreements, contracts, and grants.
This position also identifies emerging trends, potential challenges, and new opportunities for the Sustainability Division.
The ideal candidate will possess a Bachelor's and/or Master's degree in administration, project management, sustainability, government, or a related field; have knowledge of best practices in program administration; demonstrate exceptional organizational, time management, interpersonal, and communication skills; be adept at multitasking, and have experience in program implementation.
Additionally, this individual will be a collaborative team player and exhibit political acumen when engaging with various stakeholders and representatives.

Program Administrator II:
$77, $109,170.02
Program Administrator III:
$81, $114,293.20
Senior Program Administrator:

NOTE:
If appointed at a lower level, the incumbent may be promoted to a higher level without further examination upon meeting minimum requirements, demonstrating satisfactory performance, and in accordance with departmental business needs.
Program Administrator I/II/III/Senior are management classifications and are not eligible for overtime compensation.Responsibilities May Include:
Developing and implementing program strategies, including work plans, goals, objectives, policies, and procedures in compliance with relevant laws and regulations; maintaining related documentation.
Performing administrative tasks in fiscal management, business technology, strategic planning, and other program administration disciplines.Identifying and applying for federal, state, and local grant opportunities to advance climate and energy initiatives.
Preparing or updating program process manuals.
Designing and developing outreach materials, including websites, social media, and newsletters; maintaining and updating web content and communication lists.
Preparing and presenting reports and correspondence to various committees and boards.Representing the County at public outreach events, workshops, and advisory committees focused on climate action planning and adaptation.
Collecting, analyzing, and reporting data related to community greenhouse gas emissions or other program performance metrics.
Performing other related duties as required.
Qualifications
Any combination of education, training, and experience that demonstrates possession of the required knowledge, skills, and abilities (KSAs).
Possession of the required KSAs may typically be demonstrated by one of the following combinations of education and experience:
Possession of a Bachelor's degree from an accredited college or university in administration, energy management, sustainability, or a closely-related field
AND
full-time experience in program planning, development, and administration, including establishing priorities and meeting competing deadlines and objectives.
Program Administrator I:
One (1) year of recent, paid, and highly related experience
Program Administrator II:
Two (2) years of recent, paid, and highly related experience
Program Administrator III:

Senior Program Administrator:

NECESSARY SPECIAL REQUIREMENTS
