SMX Corporation is in search of a Senior Financial Analyst who will autonomously provide services to clients by showcasing extensive financial expertise within our organization.

This role will oversee and manage the financial operations of a Technical Development Line (TDL) under a significant contract, accountable for all financial functions related to that TDL.

The analyst will collaborate with the Senior Financial Analyst and the Program Manager to achieve overall contract objectives, engaging with the TDL Project Manager, senior technical personnel, and various functional teams including Contracts, Subcontracts, Finance, Accounts Receivable, and Procurement. They will supervise and guide the work of Junior Financial Analysts supporting their TDL, though they will not act as a career manager.

Key Responsibilities:

Lead the financial oversight of multiple intricate TDLs by delivering cost, schedule, and funding planning, reporting, monitoring, and analytical support to the Program Manager.

This includes the creation of Work Breakdown Structures (WBS), Basis of Estimates (BOEs), and time-phased budgets and schedules.
Direct TDL Project setup in accordance with contractual stipulations and requirements.
Prepare financial Estimates at Complete (EAC) for TDL Projects and adhere to submission deadlines.

Identify risks and opportunities for profit enhancement within TDL Projects, providing analytical insights to resolve financial issues alongside PM, Contracts, Procurement, and Finance/Accounting.

Regularly monitor TDL and manpower expenditures to ensure actuals remain within budget and are charged to the appropriate job number.

Address incorrect cost transfers as necessary.
Ensure accuracy in cost reporting documentation through thorough analytical reviews and arithmetic validations.
Compile precise and comprehensive variance analyses and reports for TDLs.

Track TDL funding status (including subcontractor funding), delivering timely notifications of funding status by line-item detail as required.

Assist accounts receivable during the billing cycle (i.e., review TDL edit files to ensure billed costs are accurate and permissible against the TDL).

Prepare subcontractor accruals as services or goods are received, in compliance with GAAP and internal policies, to ensure accurate capture and reporting of TDL costs and commitments.

Conduct ad-hoc financial analyses on TDLs as requested by PMO and other stakeholders.

Ensure compliance with Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR, and all company policies and procedures related to TDL performance and financial management.

May serve as a career manager for direct reports, including timesheet approvals, performance feedback, annual assessments, and staff development.

Cultivate relationships across functional teams and internal business partners.
Exhibit strong oral and written communication skills.
Demonstrate exceptional data management, problem-solving, and critical thinking abilities.
Showcase excellent organizational skills.

Required Qualifications:

Clearance Requirement:
Must be eligible to obtain a clearance if required by the program.
Familiarity with all contract types (CP, T&M, FFP).

10 years of experience in project cost control, financial management, contract interpretation, and budget formulation, including financial data analysis and reconciliation of estimates versus actuals.

Ability to prioritize tasks in a dynamic environment and manage a high volume of work.
Knowledge of Joint Travel Regulations (JTR) rules and guidelines.
Proficiency in Microsoft Office Suite, including Excel, PowerPoint, Word, and SharePoint.
Ability to gather and analyze data from various sources, identifying, researching, and resolving financial issues and program risks.
Manage and direct work assignments of junior staff, prioritizing workload effectively in a fast-paced setting.
A BA or BS Degree is preferred.
US citizenship is required for work under DOD contracts.
