SMX Corporation is in search of a Senior Financial Analyst who will autonomously provide services to clients by showcasing extensive financial expertise within our organization.

This role will involve leading and managing the financial oversight of a Technical Development Line (TDL) under a significant contract, accountable for all financial operations supporting that TDL.

Collaboration with the Senior Financial Analyst and the Program Manager will be essential to achieve overall contract objectives, engaging with the TDL Project Manager, senior technical personnel, and various functional teams including Contracts, Subcontracts, Finance, Accounts Receivable, and Procurement. The Senior Financial Analyst will supervise and guide the work of Junior Financial Analysts assigned to their TDL, although they will not function as a career manager.

Key Responsibilities:

Oversee the financial management of multiple intricate TDLs by delivering cost, schedule, and funding planning, reporting, monitoring, and analytical support to the Program Manager.

This encompasses the development of Work Breakdown Structures (WBS), Basis of Estimates (BOEs), and time-phased budgets and schedules.
Lead the establishment of TDL Projects in alignment with contractual stipulations and requirements.
Prepare financial Estimates at Complete (EAC) for TDL Projects and adhere to submission deadlines.

Identify risks and opportunities for profit enhancement within TDL Projects, contributing analytical insights for financial resolutions in collaboration with PM, Contracts, Procurement, and Finance/Accounting.

Monitor TDL and manpower expenditures weekly, ensuring actuals remain within budget and are allocated to the appropriate job number.

Address incorrect cost transfers as necessary.
Verify the accuracy of cost reporting documentation through TDL analytical reviews and arithmetic validations.
Generate precise and comprehensive variance analyses and reports for TDLs.

Track TDL funding status (including subcontractor funding), providing timely and reliable notifications of funding status by line-item detail as required.

Assist accounts receivable during the billing process by reviewing TDL edit files to ensure billed costs are accurate and permissible against the TDL.

Prepare subcontractor accruals as services or goods are received, in accordance with GAAP and internal policies, to guarantee that TDL costs and commitments are accurately captured and reported.

Conduct ad-hoc financial analyses on TDLs as requested by the Program Management Office (PMO) and other stakeholders.

Ensure compliance with Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR, and all company policies and procedures pertinent to TDL performance and financials.

May serve as a career manager for direct reports, including timesheet approvals/reviews, providing performance feedback, preparing annual evaluations, and fostering staff skill development.

Cultivate relationships across functional teams and internal business partners.
Exhibit exceptional oral and written communication abilities.
Demonstrate strong data management, problem-solving, and critical thinking skills.
Possess outstanding organizational capabilities.

Required Qualifications:

Clearance Requirement:
Must be eligible to obtain a clearance if required by the program.
Familiarity with all contract types (CP, T&M, FFP).

A minimum of 10 years' experience in project cost control, financial management, contract interpretation, and budget formulation, including financial data analysis and reconciliation of estimates versus actuals.

Ability to prioritize tasks in a dynamic environment and manage a substantial workload.
Knowledge of Joint Travel Regulations (JTR) rules and guidelines.
Proficiency in Microsoft Office Suite, including Excel, PowerPoint, Word, and SharePoint.
Capability to gather and analyze data from various sources, identifying, researching, and resolving financial issues and program risks.
Direct and manage work assignments of junior staff, prioritizing tasks in a fast-paced setting.
A BA or BS Degree is preferred.
US citizenship is required for work under DOD contracts.
