Position Summary

We are seeking a KYC Compliance Analyst to assist the U.S. International Development Finance Corporation (DFC), which serves as America's development finance institution. This role is situated within the Office of Small Business and Financial Services (OSBFS) at DFC. The DFC collaborates with the private sector to finance and insure solutions addressing the most pressing challenges in the developing world. The OSBFS is responsible for providing funding through direct loans and loan guarantees, supporting a wide range of business entities from sole proprietorships to small and medium enterprises engaged in large-scale projects.

The KYC Compliance Analyst will be responsible for conducting comprehensive know your customer (KYC) evaluations and assisting investment officers in researching and preparing reports on the economic and political landscapes of foreign nations. This includes reviewing new financing applications, drafting due diligence documentation, and developing complex financial models and analyses for various projects.

Key Responsibilities
  • Conduct KYC evaluations, which may encompass the following tasks:
    • Perform open-source intelligence (OSINT) research to verify customer identities, comprehend customer profiles, and assess associated risks.
    • Analyze data from diverse sources, including data aggregators, public records, open-source databases, business records, social media, press releases, and other online platforms to support KYC due diligence.
    • Identify potential red flags indicative of money laundering, terrorist financing, fraud, or other illicit activities, and escalate findings according to established protocols.
    • Prepare analytical reports, summaries, and briefings that outline research findings, risk assessments, and recommendations for potential mitigation strategies in collaboration with DFC deal teams.
    • Engage with internal and external stakeholders to ensure the integrity of the KYC process and compliance with relevant AML regulations.
    • Contribute to the development and enhancement of KYC compliance procedures, integrating best practices for open-source research and data analysis.
    • Provide training and guidance to junior analysts and department staff on OSINT methodologies and compliance standards.
    • Maintain an up-to-date understanding of U.S. federal regulations and international standards related to AML and KYC.
    • Ensure all research activities are conducted in a manner that protects individual privacy and adheres to information security policies.
    • Assist in responding to inquiries from external parties as required.
  • Support investment officers in preparing internal approval documents.
  • Research and draft narratives regarding the economic and political environments of foreign countries where proposed projects are located.
  • Complete project risk assessments and subsidy calculations.
  • Prepare requests for financial statement analyses from borrowers and sponsors.
  • Review and develop intricate financial models in Excel to assess the creditworthiness of potential borrowers.
  • Assist investment officers with processing requests for proposals from external consultants and independent engineers involved in projects.
  • Prepare country due diligence materials prior to overseas project team trips.
  • Assist investment officers in obtaining necessary signatures from other departments for credit actions and documentation.
  • Create presentation materials and charts for investment officers.
  • Utilize DFC's official workflow and data portal to support origination tasks.
  • Manage the transfer of federal records to DFC's official filing system.
  • Organize and participate in meetings and calls with various stakeholders related to business development and project execution.
  • Perform additional duties as assigned.
Qualifications
  • A minimum of a bachelor's degree in criminal justice, intelligence studies, international business/studies, international relations, finance, business, economics, or political science, or a related field.
  • Ability to obtain a Secret or Public Trust clearance.
Preferred Qualifications
  • Proven ability to conduct thorough research and analysis using various open-source tools.
  • Proficiency in interpreting complex regulatory guidelines and applying them to research practices.
  • Exceptional analytical, organizational, and critical thinking skills.
  • Experience with OSINT tools and techniques for research and analysis.
  • Strong attention to detail and the ability to manage confidential information discreetly.
  • Effective written and verbal communication skills.
  • Ability to work independently and collaboratively within a team.
  • Commitment to handling sensitive information with the utmost integrity and confidentiality.
