Job Overview

The Civil Engineering Project Coordinator is responsible for executing professional civil engineering tasks, overseeing construction management, and conducting field inspections for municipal capital projects and development services.

This role operates under the guidance of the City Engineer.

KEY RESPONSIBILITIES

  1. Collaborates with city officials, private developers, and the public to engineer new public works infrastructure and manage the planning, design, and construction of both public and private development initiatives.
  2. May oversee division staff; enforces departmental policies; communicates new procedures and policy updates; conducts interviews; evaluates performance; administers disciplinary actions as necessary; organizes departmental meetings; schedules work assignments; and provides guidance on project specifications, deadlines, and operational standards.
  3. Manages Capital Improvement Projects (CIP); inspects CIP and private development projects; coordinates planning and design for a diverse range of municipal projects in collaboration with city staff and various governmental agencies.
  4. Oversees the preparation of comprehensive bid packages for construction, including project plans, specifications, consultant contracts, and related activities; participates in property acquisition for public works projects, and supervises the development of plans for city infrastructure.
  5. Monitors daily construction activities of city public works projects, ensuring contractor compliance, maintaining documentation, ensuring project safety, and promoting public awareness.
  6. Ensures that public notification devices, such as traffic control devices, are installed and maintained in accordance with city, state, and federal guidelines.
  7. Enforces compliance with city construction standards and approved project designs.
  8. Monitors construction activities to halt any unapproved or non-compliant work.
  9. Acts as an enforcement official for city standards and ordinances related to public works jurisdiction.
  10. Conducts project benchmark inspections and final evaluations; prepares reports and recommendations for project acceptance.
  11. Performs field inspections to assess development or contractor bond releases and payments, ensuring compliance with city standards.
  12. Approves encroachment permits and franchise utility permits.
  13. Facilitates pre-bid and pre-construction meetings for Capital Improvement Projects.
  14. Ensures the installation of appropriate safety devices on city property and in work zones, confirming compliance with OSHA and other applicable regulations, while maintaining safety records and audits.

MINIMUM REQUIREMENTS

  1. Education and Experience
  2. Bachelor's degree in engineering from an accredited institution, with a focus on civil engineering or a closely related field.
  3. Six (6) years of relevant experience, including at least one (1) year in a supervisory role.

OR an equivalent combination of education and experience. Educational qualifications cannot substitute for the required supervisory experience.

  1. Must possess a Professional Engineer (P.E.) license from the State of Utah.

KNOWLEDGE, SKILLS, AND ABILITIES

1. Extensive knowledge of engineering principles, codes, and construction practices relevant to civil engineering projects within a municipal context.

2. Proficient in construction planning, management, and budget oversight; familiar with materials and equipment used in public works and construction operations; knowledgeable about modern safety practices and federal regulations.

3. Requires a thorough understanding of AWWA and APWA standards; awareness of political, legal, and governmental processes affecting construction management.

4. Familiarity with software applications pertinent to construction management and inspection.

5. Knowledge of construction methods and materials applicable to public works projects; understanding of building codes and zoning regulations.

6. Ability to read and interpret plans and specifications; visualize project outcomes during planning stages and estimate final results.

7. Competence in planning, coordinating, and directing construction activities; ability to interpret city bylaws, ordinances, and construction regulations.
