The Civil Engineering Project Coordinator is responsible for executing professional civil engineering tasks, overseeing construction management, and conducting field inspections for municipal capital projects and development services.
This role operates under the guidance of the City Engineer.
KEY RESPONSIBILITIES
- Collaborates with city officials, private developers, and the community on the engineering aspects of new public works infrastructure, as well as the planning, design, and execution of both public and private development initiatives.
- May oversee division staff; enforces departmental policies and procedures; informs team members of new protocols; conducts interviews, evaluates performance, and administers disciplinary actions as needed; organizes departmental meetings; prepares and assigns work tasks; provides direction regarding project specifications, timelines, standards, and operational methods; maintains records of time and work activities.
- Manages Capital Improvement Projects (CIP); inspects CIP and private development projects; coordinates, plans, and designs a diverse range of municipal projects in collaboration with city staff and various governmental agencies.
- Supervises the preparation of comprehensive bid packages for construction, including project plans, specifications, consultant contracts, bid solicitation authorizations, contract awards, and related tasks; participates in property acquisition for public works projects, and oversees the preparation of plans for city infrastructure such as streets, sewers, storm drains, and water systems.
- Monitors daily construction activities of city public works projects, ensuring contractor compliance, maintaining daily reports and documentation, ensuring project safety, and promoting public awareness.
- Ensures that public notification devices (e.g., traffic control devices) are properly installed and maintained by contractors in accordance with City, State, and Federal regulations.
- Enforces compliance with City construction standards and approved project designs.
- Monitors construction activities, halting work that deviates from approved plans or specifications.
- Acts as an enforcement authority for City standards and regulations pertaining to public works and infrastructure.
- Conducts project benchmark inspections and final evaluations; prepares reports and recommendations for project acceptance.
- Performs field inspections to assess development or contractor bond releases and payments, completing detailed inspection reports to certify compliance with City standards.
- Approves permits for rights-of-way encroachments and franchise utilities.
- Facilitates pre-bid and pre-construction meetings for Capital Improvement Projects.
- Ensures the installation of appropriate safety devices in City properties and work zones; verifies compliance with OSHA and other relevant regulations, maintaining safety records and audit documentation.
MINIMUM REQUIREMENTS
- Education and Experience
- Bachelor's degree in engineering from an accredited institution, with a focus on civil engineering or a closely related field.
- Six (6) years of relevant experience, including at least one (1) year in a supervisory role.
OR an equivalent combination of education and experience. Note that education cannot substitute for the required supervisory experience.
- Must possess a Professional Engineer (P.E.) license from the State of Utah.
KNOWLEDGE, SKILLS, AND ABILITIES
1. Comprehensive understanding of engineering principles, codes, and construction practices relevant to civil engineering projects within a municipal context.
2. Proficient in construction planning, management, and budget oversight; familiar with materials and equipment used in public works and construction operations; knowledgeable about modern safety practices and the federal Occupational Safety and Health Act.
3. In-depth knowledge of AWWA and APWA standards; understanding of the political, legal, and governmental frameworks affecting construction management and inspection.
4. Proficient in software applications pertinent to construction management and inspection.
5. Familiarity with construction methods and materials typical of public works projects; understanding of building codes, planning, and zoning regulations; technical and practical design knowledge of public works systems.
6. Ability to read and interpret plans and specifications; visualize completed projects during the planning phase and estimate outcomes.
7. Capable of planning, coordinating, and directing construction activities; adept at interpreting bylaws, ordinances, and regulations relevant to city infrastructure and construction.
