Position Summary
STI-TEC is in search of a Senior Financial Analyst to assist in various aspects of federal budgeting, including financial management, reporting, planning, analysis, and portfolio management. This role will provide essential support to the federal lead.
Key Responsibilities
- Assist in the Planning phase to align with CISA's strategic goals and planning directives.
- Support the Programming phase by developing the Capital Investment Plan (CIP) and Program Decision Option (PDO) documents based on mission requirement prioritization.
- Contribute to the Budgeting phase by creating justification materials, impact statements, and analyses during the PPBE cycle.
- Facilitate data collection and conduct impact analyses for the annual DHS Resource Allocation Decision (RAD), OMB budget submissions, and Congressional Justification/President's Budget Request.
- Assist in formulating and managing program and project budgets, including the DHS's Future Year Homeland Security Plan (FYHSP).
- Develop comprehensive multi-year financial plans that include estimates, justifications, research, and analyses.
- Analyze and review budget alignment with strategic and programmatic objectives, ensuring compliance with fiscal guidance and DHS budget policies.
- Review and analyze financial documents and plans to assess impacts on program objectives.
- Prepare financial and budget briefings, including spreadsheet and graphic presentations.
- Assist in creating budgetary planning documents for both internal and external stakeholders.
- Support the formation and planning of program and project budgets and financial plans for external offices.
- Provide data and analysis for all external requests, including OMB, Congressional, and CFO Briefing Reports.
- Engage in statistical and financial analysis activities.
- Track all budget requests and related documents, ensuring organized retrieval and collaboration across the organization.
- Establish file folders, directories, and naming conventions for efficient information management.
Required Qualifications
- At least 8 years of experience in budget formulation.
- A minimum of 5 years of experience with DHS Planning, Programming, Budgeting, and Execution (PPBE).
- Possession of a SECRET Clearance.
