Position Overview

Hours: Full-Time, 35 Hours

We are seeking a dedicated professional to join the City of New York as an IT Procurement and Financial Oversight Manager. This role is crucial for managing and overseeing IT contracts and budgets, ensuring that our technology procurement processes align with the city’s strategic goals.

Key Responsibilities:

  • Act as the primary liaison between the Technology and Innovation Division and various financial units, ensuring timely and accurate submission of budget documentation.
  • Facilitate the development of budgets and review financial reports throughout the fiscal year in collaboration with internal finance teams.
  • Prepare, monitor, and periodically re-forecast the division's operational budget, which encompasses expenses related to application development, hardware, telecommunications, software, and professional services.
  • Assist in the creation and ongoing oversight of professional services plans to estimate fiscal year spending for each budget category.
  • Conduct obligation and spending variance analyses to determine the necessity for additional funding requests.
  • Manage the preparation of purchase request forms and track them within internal systems.
  • Prepare and review solicitation documents for procurements related to application development, hardware, telecommunications, and consulting services.
  • Evaluate bids and quotations to identify the most competitive pricing in relation to market conditions.
  • Establish and maintain a comprehensive list of support and maintenance contracts to ensure timely renewals and uninterrupted service.
  • Collaborate closely with the agency's finance and operations teams to track procurement activities and coordinate payment processing post-delivery of goods and services.

Qualifications:

1. A bachelor’s degree from an accredited institution and six months of relevant professional experience in procurement or contract management.

2. An associate degree or completion of 60 semester credits from an accredited college, along with 18 months of relevant professional experience.

3. A high school diploma or its equivalent, paired with two and a half years of relevant professional experience.

4. A combination of education and experience equivalent to the above requirements.

Special Notes:

To qualify for higher assignment levels, candidates must have served the requisite time in previous levels or have additional relevant experience.
