Position Information

The Arlington County Treasurer's Office is in search of a Senior Business Systems Analyst to collaborate closely with the Deputy Treasurer for Technology within the Technology Unit.

As a key entity, the Arlington County Treasurer is dedicated to serving the residents of Arlington County. The Technology Unit, comprising a small yet efficient team, is committed to driving future efficiencies, cost reductions, and innovative solutions. This team plays a crucial role in delivering analytical insights and reporting that extend beyond the functionalities of vendor-provided systems; they also support specific vendor systems, particularly the iNovah cashiering system from System Innovators, ensure software security, and provide end-user assistance for both software and hardware inquiries. Furthermore, the Technology Unit acts as the primary liaison between the Treasurer's Office and the County's IT department.

Key Responsibilities:
  • Overseeing a team of Business Systems Analysts to ensure the successful execution of comprehensive technical programs;
  • Providing program and project management guidance to uphold technical best practices and quality assurance of deliverables;
  • Coordinating office-wide support for hardware, software, network, and telecommunications;
  • Establishing, executing, and maintaining data and application security protocols;
  • Acting as a liaison with the Countywide IT department and other County departments to address issues and keep management informed of technology initiatives;
  • Advising the Treasurer and senior management while contributing to strategic planning related to technology and infrastructure;
  • Formulating technology-related policies, procedures, and documentation for the office;
  • Managing vendor relationships and external partnerships, including those with the cashiering system vendor and credit card processor;
  • Conducting complex data queries and analyses, generating reports to identify trends for operational decision-making.

Additional Duties:
  • Leading the management and completion of the County's PCI certification;
  • Supporting the vendor's post-implementation customization of the County's tax administration system, including system and user security;
  • Directing system upgrades and maintenance projects, including the iNovah cashiering system and the office's telecommunication system.

Selection Criteria

Minimum Qualifications:
  • Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related discipline;
  • Significant experience with information systems and process redesign, managing and executing all phases of the systems development life cycle;
  • Extensive project management experience in a complex information systems setting.

Desirable Qualifications:
  • Experience leading a team of analysts or developers;
  • Proficiency in scripting languages such as Python or R;
  • Knowledge of SQL;
  • Expertise in business statistics;
  • Familiarity with data visualization tools like Tableau or Power BI;
  • Understanding of public administration and/or tax administration;
  • General knowledge of accounting principles, particularly governmental accounting.

Special Requirements:
A pre-hire background check will be conducted on all selected candidates, which may include verification of criminal records, driving records, education, professional licensure, and credit history.

Work Hours: This is a full-time position, with standard working hours typically from Monday to Friday, 8:00 a.m. to 5:00 p.m. This role requires employees to be present in the office full-time.
