Position Overview:
As a Senior Subject Matter Expert, you will play a pivotal role in guiding assigned projects based on priorities established in collaboration with your supervisor.

Key Responsibilities:
• Formulate a program strategy that aligns with the overarching goals and objectives of the organization, which includes identifying and managing stakeholder expectations as well as fostering relationships with vendors and service providers.
• Manage program modifications, ensuring they are meticulously planned, approved, and executed.
• Supervise the implementation of the program, guaranteeing that all tasks are completed punctually, within budgetary constraints, and adhere to quality standards.
• Provide expert advice to EUCOM, particularly regarding DEVCOM and C5ISR technologies and initiatives, aiming to address gaps within the EUCOM region.

Financial Management:
• Develop and oversee program ROMs/budgets, ensuring all expenditures remain within allocated costs, funding is received and utilized promptly, and resources are employed efficiently according to the established plan.

Conditions of Employment:
• Appointment may be contingent upon a suitability or fitness determination, as indicated by a completed background investigation.
• Business travel (TDY) may be required up to 25% of the time.
• You must be able to obtain and maintain a Top Secret security clearance.

Qualifications:
• Who May Apply: US Citizens
• To qualify, you must meet the specialized experience requirements outlined below. Experience includes both paid and unpaid roles, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.

Specialized Experience:
• One year of specialized experience that encompasses:
1) Crafting proposals for strategic planning, programming, and policy initiatives;
2) Managing program resources;
3) Developing policies and procedures;
4) Collaborating with stakeholders on organizational initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.

Education:
This position does not have an educational qualification requirement.

Additional Information:
The Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center is engaged in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO).
This position is eligible for Regular and Recurring Telework as determined by agency policy.
