The Program Manager is accountable for the effective management of contract costs, timelines, and overall performance. This role acts as the primary liaison with key stakeholders, including the Contracting Officer (CO), the Contracting Officer's Representative (COR), and senior management from both the Government and the Contractor. The position plays a crucial role in various program aspects such as financial oversight, schedule management, contract performance evaluation, risk assessment, requirements analysis, and quality control measures. It is essential to ensure optimal execution of contract obligations.

The Program Manager will lead the management, administration, quality assurance, and strategic direction of the Task Order. Responsibilities encompass delegating tasks to contractor personnel, overseeing ongoing technical initiatives, and ensuring comprehensive performance of the Task Order. The Program Manager must be a direct employee of the prime contractor, possessing the authority to make decisions in response to Government inquiries and proactively identifying potential contractual or programmatic challenges.

Qualifications:

  • Education: A Master's degree in a business-related discipline is required.
  • Experience: A minimum of 15 years in project management, including at least 8 years in a supervisory capacity.
Security Clearance:
  • TS/SCI clearance is mandatory.
Key Responsibilities:

Physical Requirements:
Prolonged periods of sitting at a desk (90%). Extended use of a computer terminal (90%). Occasional walking may be necessary due to workspace layout.

Work Environment:
Office setting. Professional interaction with colleagues and management at all levels is essential (100%).

Equipment Utilization:
Proficiency in operating a personal computer, telephone, copier, and other standard office equipment (100%). Ability to evaluate current technology and its compatibility with specific requirements.

Attendance:
Regular attendance is crucial. Standard work hours are typically 8 hours per day, 5 days a week. Punctuality is vital for continuous service delivery. Flexibility for occasional work outside regular hours may be required with minimal notice. Overtime may be necessary but is infrequent.
Additional Functions:
Effective verbal and written communication skills are essential. Ability to engage with individuals across all organizational levels. Must be able to gain unescorted access to work areas. Professional grooming and attire are expected, ensuring no safety risks to oneself or others.
