The Program Manager will oversee the successful management of contract costs, timelines, and performance metrics. This role acts as the primary liaison for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the senior management of the Contractor. The position directly contributes to various program initiatives, including financial oversight, schedule forecasting and monitoring, contract performance evaluation, risk assessment, requirements analysis, and quality control measures. The Program Manager ensures that all tasks are executed efficiently and effectively to optimize contract fulfillment. Exceptional communication skills are essential for directing technical teams and reporting on project progress, challenges, and areas of concern, as well as for drafting and reviewing technical documentation.

The Program Manager will provide leadership, direction, administration, quality assurance, and oversight for the execution of the Task Order. Responsibilities include delegating tasks to contractor personnel, supervising ongoing technical initiatives, and managing overall Task Order performance. The Program Manager is accountable for the quality and efficiency of the Task Order, addressing both technical challenges and business processes. It is essential that the Program Manager is an employee of the prime contractor and possesses the authority to make decisions on behalf of the contractor's organization in response to government inquiries, concerns, and feedback, while also proactively identifying potential contractual or programmatic issues and resource limitations.

Qualifications:

  • Education: A minimum of a Master's degree in a business-related discipline is required.
  • Experience: At least 15 years of project management experience, including 8 years in a supervisory capacity.
Security Clearance:
  • TS/SCI clearance is mandatory.
Key Responsibilities:

Physical Requirements:
Must be able to sit for extended periods at a desk (90%). Prolonged computer use is required (90%). Occasional walking moderate to long distances may be necessary due to parking availability and work area location.

Work Environment:
Office/cubicle setting. Professional interaction with colleagues and all management levels is required (100%).

Equipment and Tools:
Ability to operate a personal computer, telephone, copier, and other standard office equipment (100%). Must be capable of evaluating third and fourth generation or current state-of-the-art computer hardware and software to meet specific requirements and interface with other systems.

Attendance:
Regular attendance is crucial. Standard work hours are typically 8 hours per day, 5 days a week, Monday through Friday. Punctuality is essential for providing continuous service to clients. Attendance is vital for maintaining service continuity. Occasional work outside normal hours may be required with minimal notice. Overtime is rare but important when necessary (1%).

Additional Functions:
Effective verbal and written communication skills are required. Ability to interface with individuals at all organizational levels is essential. Must be able to obtain unescorted access to work areas. Professional grooming and attire must be maintained, ensuring no safety risks to oneself or others.
