Position Overview:
This role involves close collaboration with the City Engineer and the Director of Public Works to plan, design, and oversee projects within designated areas of responsibility, including Facilities and Special Projects.

Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM, with occasional weekend or evening commitments.

Key Responsibilities:
  1. Develops, supervises, and reviews comprehensive plans, drawings, specifications, and estimates for public works projects, ensuring compliance with applicable codes and standards.
  2. Oversees multiple complex construction projects from inception to completion, including direct procurement of materials and management of inspection and survey teams.
  3. Coordinates construction initiatives for various City departments.
  4. Facilitates Public Information meetings and collaborates with local agencies on project development and safety matters.
  5. Administers multi-party contracts between the City and consulting firms for essential services.
  6. Prepares Requests for Proposals/Quotes for consulting and service needs.
  7. Participates in Committee, Board, and Council meetings as required.
  8. Reviews and oversees the design work of other Engineers within the Department.
  9. Collaborates with DPW operation and maintenance teams.
  10. Exercises independent judgment and decision-making with minimal supervision.
  11. Contributes significantly to the formulation of Departmental policies.
  12. Conducts technical engineering research and compiles detailed reports with actionable recommendations on engineering challenges.
Facilities Management:
  1. Oversees the management of 44 municipal buildings, ensuring their operational efficiency and maintenance.
  2. Acts as the Environmental Coordinator and project engineer for the West Avenue landfill, managing all asbestos and hazardous environmental projects.
  3. Serves as the ADA Coordinator, preparing budget forecasts for securing grants for ADA-related projects.
  4. Supervises City Hall maintenance personnel, including recruitment and performance evaluations.
Development Review and Special Projects:
  1. Reviews civil construction drawings for site development, ensuring compliance with City ordinances and regulatory requirements.
  2. Represents the Engineering Division at Plan Commission meetings as necessary.
  3. Drafts Developer's Agreements for site developments and coordinates necessary approvals.
  4. Addresses inquiries and concerns from residents and developers.
  5. Creates and manages bid documents for multiple Parks, Recreation, and Forestry projects.
  6. Supervises and coordinates Engineering design and technical staff, including recruitment and performance management.
Qualifications:
Graduation from an accredited institution with a degree in Civil Engineering, along with additional education to obtain and maintain a Wisconsin Professional Engineer License, and a minimum of 10 years of civil engineering experience, or an equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities.

Knowledge and Skills Required:
  • Familiarity with applicable local, state, and federal laws, regulations, and policies.
  • Understanding of municipal civil engineering principles and practices.
  • Experience in the investigation, design, and construction of public works projects.
  • Knowledge of administrative management principles in the public sector.
  • Expertise in civil, structural, traffic, and hydraulic engineering as it pertains to public works projects.
  • Proficiency in surveying, inspection, and related construction procedures.
  • Strong report writing and preparation skills.
  • Proficient in the use of standard office equipment and relevant software.
  • Awareness of occupational hazards and safety precautions.
Abilities:
  • Ability to assign, manage, and supervise the work of others.
  • Capability to multitask and prioritize workload effectively.
  • Skill in conducting technical engineering research and compiling comprehensive reports.
  • Ability to perform physically demanding tasks in various weather conditions.
  • Capacity to establish and maintain effective working relationships with diverse stakeholders.
Special Requirements:
  • Professional Engineer License.
  • Valid Wisconsin driver's license.
Physical Demands:
The physical demands of this position require the ability to perform essential functions, including working in an office environment and conducting site visits in various weather conditions.
