Minimum Qualifications
Education and/or Equivalent Experience:
- Graduation with a Bachelor's degree from an accredited institution in a field related to Information or Computer Science, along with three (3) years of relevant experience, including two (2) years in a leadership or supervisory role.
- Experience may substitute for education up to four (4) years.

The Technology & Data department is looking for a Technology Operations Manager to:
- Oversee and direct IT teams and manage the lifecycle of critical, integrated, complex enterprise applications for the Outage Management Program, supporting utility and City strategic goals. This encompasses various technologies including service management, human capital management, identity and access management, and privileged access management.
- Ensure continuous operations, support, and maintenance, along with significant enhancements and upgrades of enterprise applications/interfaces.
- Lead incident response for critical, integrated enterprise application solutions, which are interdependent with other programs within the utility information technology division, operational technology division, other City departments, and vendor-hosted/SaaS solutions.
- Facilitate timely and effective communication/alerts to all levels of business and IT stakeholders.
- Collaborate with business units and vendors, monitor vendor performance, ensure compliance with regulations and Council mandates, participate in root cause analyses, and provide timely responses to audit engagements.

TRAVEL:
If selected for this position and meeting the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive to multiple locations as part of your regular job duties. Otherwise, you are responsible for your own transportation.
CRITICAL:
This position is designated as a Critical Employee position, essential for supporting activities that impact City or department operations. This work can be performed at a designated work site or an alternate location. Critical employees may be required to work at an alternative location and may have modified schedules or be reassigned during extraordinary situations or emergencies to provide essential services.

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned:
- Plan, organize, schedule, and coordinate work supporting large-scale corporate and enterprise-level information systems.
- Provide advanced technical leadership on integrating complex existing or new information system technologies.
- Monitor and evaluate staff performance to achieve tasks and objectives, ensuring compliance with City personnel, security, and department procedures.
- Prepare operating budgets, review ongoing expenditures for adherence to budgets, and coordinate recurrent program/project budgets and resource forecasts.
- Manage the coordination of complex projects with other City departments, project teams, and agencies using industry best practices to maximize value from combined systems.
- Research complex commercial products and technology solutions, participate in vendor contract development, perform vendor management, and prepare and evaluate Requests for Proposal (RFPs).
- Prepare, review, and approve documentation for IT system procurement, exercising oversight of departmental IT purchases.
- Develop and prepare management and productivity reports, studies, and analyses.
- Develop training programs and guides, and train staff on work procedures and operating instructions.
- Ensure disaster recovery plans are in place for critical systems.
- Enhance operations, reduce turnaround times, and streamline processes to deliver quality customer service.
- Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendations for dismissal.

- Ability to train, assign, and direct work activities.
- Ability to understand complex program structures and their impact on enterprise departments and the City.
- Ability to handle and resolve conflict and uncertain situations.
- Ability to communicate clearly and concisely to convey complex information effectively, both verbally and in writing.
