Job Overview:

The Director of Information Technology is responsible for overseeing the technological resources and operations within the agency, reporting directly to the Executive Director. This role encompasses strategic planning for infrastructure to align with business needs, managing daily operations of the IT department, customer support, hardware inventory, network operations, security, and telecommunications services.

Key Responsibilities:

  • Establishes and implements policy direction for the agency's information and telecommunications resources in collaboration with executive leadership.
  • Provides guidance and management to the IT team.
  • Oversees the agency's IT infrastructure, ensuring information security and effective customer service.
  • Collaborates with state and federal entities on software integration and user access.
  • Manages significant IT projects from initiation through deployment, leading project teams effectively.
  • Reports on IT investments and outcomes to executive management and legislative bodies, including the preparation of strategic plans and policies.
  • Directs IT security management and disaster recovery initiatives, ensuring robust security infrastructure.
  • Develops standard processes for creating automated systems and software applications to enhance operational efficiency.
  • Ensures high-quality desktop support for all agency personnel and their technology needs.
  • Implements a comprehensive strategy for the lifecycle management of software and hardware.
  • Facilitates IT training and development for all staff members.
  • Ensures effective dissemination of agency information for public outreach and transparency.
  • Performs additional duties as assigned.

Qualifications:

  • Graduation from an accredited four-year institution with a focus on computer science or related fields.
  • A minimum of four years of progressively responsible experience in information technology.
  • Experience in managing personnel.
  • Preferred: Experience in IT management within a Texas state agency and familiarity with agricultural practices.

Knowledge, Skills, and Abilities:

  • Proficient in project management tools and telecommunications systems.
  • Understanding of legislative requirements and regulations relevant to information technology.
  • Knowledge of various network configurations and integrated information systems.
  • Skilled in decision-making, project management, and personnel management.
  • Able to analyze complex business processes and communicate effectively.
  • Willingness to work flexible hours and travel as needed.

Other Requirements:

  • Valid Texas driver's license and a clean driving record.
  • Successful completion of a criminal background check.
  • Proof of eligibility to work in the U.S.
