About the Role

We are seeking a seasoned Political Risk Insurance Attorney Consultant to provide expert support to the International Development Finance Corporation (DFC).

The DFC serves as America’s development finance institution, collaborating with the private sector to finance solutions to the most pressing challenges in the developing world. A key offering from DFC is political risk insurance (PRI), which provides coverage of up to $1 billion against losses stemming from currency inconvertibility, government interference, and political violence, including terrorism. DFC also extends reinsurance to enhance underwriting capacity. This role requires a knowledgeable expert in PRI to assist with insurance operations on a consultancy basis.

The Political Risk Insurance Attorney Consultant will work closely with the Office of General Counsel (OGC), which is responsible for providing legal guidance on a broad spectrum of international finance, investment, and banking matters related to DFC's mission. The consultant will support DFC through OGC on PRI-related issues, including high-level structuring and negotiation of PRI coverage for pertinent projects, as well as advising on the identification and resolution of policy, statutory, and public international law challenges that may arise during transactions. Additionally, the consultant will facilitate coordination between OGC and DFC's various business lines regarding PRI matters.

This role primarily operates from the U.S. Agency's office.

Key Responsibilities
  • During initial project evaluations, identify and raise structural, legal, and policy issues to the Associate/Deputy Associate General Counsel (D/AGCs).
  • Support Project Attorneys in completing project due diligence, providing options for resolving outstanding items, and framing questions for escalation to D/AGCs and Senior Management as necessary.
  • Review project approval reports and related memoranda for compliance with template requirements and clarity in presenting material issues, ensuring adherence to DFC eligibility and legal standards.
  • Critically assess drafts of commitment letters, policies, reinsurance agreements, and related documentation, raising pertinent issues for D/AGC consideration.
  • Provide senior attorney-level expertise on PRI projects under the supervision of a D/AGC, assisting with project approval reports, documentation, and ongoing project monitoring.
  • Engage with senior management regarding PRI-related matters as required.
  • Identify knowledge gaps in PRI at DFC and develop training and knowledge management initiatives to address these gaps.
  • Deliver training to Project Attorneys on PRI-related origination and monitoring tasks.
Qualifications
  • Ability to obtain a Public Trust security clearance.
  • Graduate of an accredited law school with an LL.B. or J.D. and experience as a practicing attorney.
  • A minimum of 10 years of experience as a licensed attorney, with a focus on transactional international development finance, PRI, project finance, and investment transactions.
  • Familiarity with environmental and social policies and their application in international contexts; preference for experience in development efforts.
  • Preferred familiarity with DFC policies and experience managing transactional attorneys.
