We are seeking to establish a roster of specialists to enhance high-quality research and program evaluations concerning the federal-state Unemployment Insurance (UI) system and the pressing issues it faces, in alignment with an upcoming initiative with the Department of Labor.

Consultants on this roster may be tasked with producing timely analyses and research that hold policy significance for the DOL, the Federal Government, and state administrations. They will potentially deliver rigorous, quantitative, and complementary mixed-methods research aimed at improving the effectiveness of the UI system, particularly in light of the evolving economic landscape for both workers and employers.

The specific research topics will be determined collaboratively with the DOL and communicated to all expert consultants within our network. The following areas exemplify potential studies to be commissioned:

  1. Critical issues and options for extending unemployment assistance to workers currently ineligible for state UI programs;
  2. Key insights from the execution of temporary pandemic unemployment initiatives;
  3. Assessment of the effectiveness of the Integrity Data Hub.

Key Responsibilities

  • Conduct comprehensive research and evaluation studies on federal-state UI programs.
  • Analyze data related to federal-state UI programs.
  • Assess the implementation of pandemic-related UI initiatives.
  • Access, analyze, and evaluate the Integrity Data Hub.
  • Provide strategic recommendations to government entities regarding the effectiveness of unemployment assistance programs and avenues for enhancement.

Qualifications

  • Master's or PhD in economics, political science, public policy, sociology, or a related discipline.
  • A minimum of three years of experience in academic research, economic landscape studies, assessments, or program evaluations. Familiarity with unemployment insurance (UI) programs and data is essential, with experience in state-administered employment databases being highly advantageous.
  • Exceptional oral and written communication skills in English, suitable for effective interaction with mid- and high-level partners.

Experts will be engaged on a part-time basis for specific studies, with Dexis anticipating up to 20 studies covering various UI-related topics.
