The Senior Program Management Leader is tasked with overseeing the daily operations and ongoing administrative duties of program initiatives, ensuring compliance with contractual obligations and providing comprehensive reporting on program activities from initiation to conclusion.

This role necessitates collaboration with both governmental and commercial partners.


The Program Management Leader is accountable for the financial, scheduling, and technical performance of designated programs, proposals, and pursuits by guiding cross-functional teams, which include Program Management, Engineering, Operations, Contracts, Legal, Finance, Quality, Security, and other departments.


Successful candidates are expected to exhibit exceptional team-building, leadership, and communication abilities, fostering trust-based relationships with their teams, clients, peers, and senior management. They must communicate effectively and confidently, including delivering regular presentations and status updates to leadership.


Key Responsibilities:
The individual will be responsible for the financial, scheduling, and technical performance of programs or subsystems within major programs.
Engage in the negotiation of contracts and amendments.
Coordinate the development of proposals, business plans, work statements, specifications, operating budgets, and financial terms/conditions of contracts.

Serve as the primary contact for customer service program activities, leading program review sessions to discuss financial, scheduling, and technical performance.

Employ Earned Value Management System (EVMS) methodologies and tools to plan and execute programs, identifying and mitigating financial, scheduling, and technical risks.

Lead and manage teams effectively, setting goals and empowering team members to take ownership of their tasks. Assist leadership in identifying growth opportunities while facilitating the capture of new customer engagements.

Demonstrate strong verbal, written, and interpersonal communication skills to foster a collaborative work environment.


Essential Functions:
The candidate will lead the program team in executing established plans and procedures while supporting the customer.

The candidate will coordinate and prepare proposals, business plans, work statements, specifications, operating budgets, and financial terms/conditions of contracts, as well as participate in contract negotiations.

The candidate will collaborate with subcontractors to ensure adherence to established cost, scheduling, and quality standards.
The candidate will also be responsible for briefing customers, users, and upper management on all aspects of the program.

The candidate will work closely with the Integrated Program Team (IPT) to establish business concepts, criteria, and critical tasks to ensure contracts meet or exceed operational and financial objectives.

The candidate will monitor progress to ensure compliance with the Resource-Loaded, Integrated Master Schedule, plans, and milestones.


The candidate will assume the CAM role for software development activities, establishing milestone tasks and monitoring performance through to completion.

The candidate will manage multiple programs simultaneously, demonstrating the ability to multitask and provide daily status reports.

Proficiency in Microsoft Excel, PowerPoint, and Word is essential, along with a working knowledge of Microsoft Project.

The candidate must be detail-oriented and able to travel as necessary.

They must work professionally with customers, senior management, subcontract vendors, and all functional groups.

Excellent verbal and written communication skills are a must.

Exceptional executive-level briefing skills are required, including the ability to engage audiences and confidently present program status (technical and financial) to customers and company executives.

Capability to work independently while also fostering a strong sense of teamwork is essential.

Qualified applicants will possess strong managerial and leadership skills. Qualifications:

Bachelor's Degree with a minimum of 9 years of relevant experience, or a Graduate Degree with at least 7 years of related experience. In lieu of a degree, a minimum of 13 years of relevant experience is required.
Active TS/SCI Clearance is preferred, with previous experience in the aerospace or satellite service industry being highly desirable.

Preferred Additional Skills:
Exceptional customer relationship management skills.
Proven leadership capabilities with the ability to collaborate effectively across various engineering disciplines.
Strong written, verbal, and presentation skills are essential.
Ability to support multiple initiatives with constantly changing priorities.
Comprehensive understanding of satellite service industry standards.

Experience managing multiple complex subcontract activities and knowledge of software development processes in a fast-paced environment is beneficial.

Professional demeanor in high-pressure situations is required.

Familiarity with the entire Microsoft Office suite (Excel, PowerPoint, Word, Project, Teams, Outlook) is necessary, along with SAP experience.

Understanding of Agile Methodology (sprint schedules, backlog grooming) and knowledge of Atlassian JIRA (report generation) is advantageous. Candidates must be able to obtain and maintain security clearance, which requires U.S. citizenship.Active TS/SCI clearance is preferred.
