Job Overview:
The Senior Program Management Leader is tasked with overseeing the daily operations and administrative responsibilities of program initiatives, ensuring compliance with contractual commitments and providing comprehensive reporting on program activities from initiation to conclusion. These initiatives require collaboration with both governmental and commercial entities. The Program Management Leader is accountable for the financial, scheduling, and technical performance of designated programs, proposals, and strategic pursuits by guiding interdisciplinary teams encompassing Program Management, Engineering, Operations, Contracts, Legal, Finance, Quality, Security, and more.
Candidates must exhibit exceptional verbal and written communication capabilities, as daily interactions occur within the organization and with external clients. Comfort in addressing large audiences, including senior leadership, is essential.
Key Responsibilities:
- Oversee the financial, scheduling, and technical performance of programs or subsystems of major initiatives.
- Engage in negotiations for contracts and amendments.
- Coordinate the development of proposals, business strategies, proposal work statements, specifications, operating budgets, and financial terms/conditions of contracts.
- Serve as the primary liaison for service program activities, leading program review meetings with clients to discuss financial, scheduling, and technical performance.
- Employ Earned Value Management System (EVMS) methodologies and tools to plan and execute programs, including the identification and mitigation of risks related to cost, schedule, and technical aspects.
- Lead and manage teams effectively, fostering an environment of collaboration and empowerment.
- Set objectives and encourage team members to take ownership of their responsibilities.
- Assist leadership in identifying opportunities for program growth and facilitating the capture of new business with clients.
- Demonstrate strong interpersonal communication skills to maintain a collaborative work environment.
Essential Functions:
- Lead the program team in executing established plans and procedures while supporting client needs.
- Coordinate and prepare proposals, business plans, proposal work statements, specifications, operating budgets, and financial terms/conditions of contracts, as well as participate in contract negotiations.
- Collaborate with subcontractors to ensure adherence to established cost, scheduling, and quality standards.
- Brief clients, users, and upper management on all aspects of the program.
- Work closely with the Integrated Program Team (IPT) to establish business concepts, criteria, and critical tasks to ensure contract objectives are met or exceeded.
- Monitor progress to ensure compliance with the Resource-Loaded, Integrated Master Schedule, plans, and milestones.
- Assume the CAM role for software development activities, establishing milestone tasks and monitoring performance through completion.
- Manage multiple programs simultaneously, maintaining effective communication for status reporting.
- Possess extensive experience with Microsoft Excel, PowerPoint, and Word, along with a working knowledge of Microsoft Project.
- Exhibit strong attention to detail and the ability to manage competing deadlines.
- Work professionally with clients, senior management, subcontract vendors, and all functional groups.
- Demonstrate excellent verbal and written communication skills.
- Possess first-rate executive-level briefing skills, capable of engaging audiences and confidently presenting program status to high-level clients and company executives.
- Work independently and collaboratively as part of a team.
- Travel may be required up to 25%.
Qualifications:
- Bachelor's Degree with a minimum of 9 years of relevant experience, or a Graduate Degree with a minimum of 7 years of related experience. Alternatively, a minimum of 13 years of relevant experience may substitute for a degree.
- Active Secret clearance with the ability to obtain TS/SCI clearance.
- Previous experience in the aerospace or satellite service industry is highly desirable.

- Proven leadership capabilities with the ability to collaborate effectively across various engineering disciplines.
- Strong written, verbal, and presentation skills.
- Adept at managing multiple initiatives with shifting priorities.
- In-depth understanding of satellite service industry standards.
- Experience managing complex subcontract activities.
- Familiarity with software development processes in a fast-paced environment.
- Maintain professionalism in high-pressure situations.
- Proficient in the entire Microsoft Office suite (Excel, PowerPoint, Word, Project, Teams, Outlook).
- SAP experience is a plus.
- Understanding of Agile Methodology (sprint scheduling, backlog grooming).
- Knowledge of Atlassian JIRA for reporting purposes.
- Position requires the ability to obtain and maintain security clearance, necessitating U.S. citizenship. Active TS/SCI clearance is preferred.
