The Construction Security Specialist is responsible for overseeing security measures during the execution of sensitive construction projects.

Key Responsibilities:

  • Manage and implement a comprehensive construction security program, including administrative duties and surveillance management.
  • Collaborate closely with the designated Government Site Security Manager (SSM) to ensure adherence to all security protocols and procedures.
  • Continuously monitor the activities of all personnel within the secured construction area under government supervision.
  • Enforce basic physical security measures in compliance with relevant security policies, including those pertaining to Sensitive Compartmented Information Facilities (SCIF).
  • Conduct access control operations to restrict unauthorized entry of individuals, materials, and equipment into the construction site.
  • Perform thorough inspections of construction materials, tools, and equipment, ensuring they are free from tampering and identifying any irregularities.
  • Document all construction activities occurring within the secured area.
  • Report any security incidents that arise on the secured site to the Contracting Officer's Representative (COR).
  • Adhere to safety protocols and utilize necessary personal protective equipment (PPE) such as reflective vests, hard hats, and safety glasses.
  • Provide additional physical security services as needed.

Required Knowledge, Skills, and Abilities (KSAs):

  • Proficient understanding and application of physical security policies and Intelligence Community security guidelines.
  • Extensive knowledge and experience in the construction trades (e.g., electrician, plumber, carpenter).
  • Ability to remain on foot or walk for extended durations.
  • Physical capability to perform various tasks including climbing, balancing, stooping, kneeling, and lifting.
  • Willingness to work in diverse environmental conditions, including extreme temperatures.

Experience Requirements:

  • Must possess a current Top Secret personnel security clearance and maintain it throughout the contract duration.
  • A minimum of five (5) years of construction experience is required, with seven (7) years preferred.
  • At least three (3) years of experience in construction related to Sensitive Compartmented Information Facilities or physical security is necessary.

Educational Qualifications:

  • High School Diploma or equivalent.
