Primary Objective:

Oversee and direct the comprehensive financial operations of the district. Act as the principal financial consultant to the superintendent and the board of trustees.

Qualifications:

Bachelor's degree in a relevant business discipline or educational management. A Master's degree, CPA certification, and/or TASBO credentials are highly desirable.

  • Exceptional communication, public relations, and interpersonal abilities
  • Skilled in utilizing personal computers and software for spreadsheet development, data analysis, and document processing
Professional Experience:

A minimum of five years in school business management or comparable experience in the private sector.

Core Responsibilities:

Financial Oversight:
  • Guarantee the accuracy and integrity of all district accounting records and financial reports in accordance with established standards for educational accounting.
  • Formulate both long-term and short-term financial goals for district operations and develop comprehensive budgets. Monitor budget discrepancies and manage necessary adjustments.
  • Serve as the financial advisor to the superintendent and board, keeping them updated on the district's financial status.
  • Supervise the district's investment strategies. Ensure the prudent management of all available funds, safeguarding them against potential losses.
  • Ensure timely fulfillment of all financial obligations, including accounts payable, payroll, and bonded indebtedness. Analyze cash flow to determine available funds for investments and bill payments.
  • Responsible for the establishment of financial controls and procedures, including the development of internal controls to protect assets and ensure the reliability of financial data.
  • Oversee the financial management software system, ensuring the proper functioning of transaction cycles and budgetary processes.
  • Maintain accurate financial records and ensure timely reconciliations for all accounts.
  • Implement effective procedures for processing all district revenues.
  • Manage the auditing processes for all district funds, collaborating with both internal and external auditors.
  • Lead initiatives to promote cost-effective practices across the district and develop training programs for staff to enhance financial operations.
Facilities and Debt Oversight:
  • Collaborate with district personnel to forecast student enrollment, staffing requirements, facility needs, energy consumption, and capital equipment necessities for district improvements.
  • Work with financial advisors and legal experts to provide recommendations for efficient debt management to the superintendent and board.
Policy, Reporting, and Compliance:
  • Review, propose, and implement necessary policies and administrative practices to ensure compliance with federal and state regulations, as well as local board policies.
  • Compile and maintain all required reports and records, including monthly financial statements, quarterly reports for federal funds, and the district's annual financial report.
Personnel Management:
  • Recruit, train, assess, and supervise department staff, making recommendations regarding assignments and personnel actions.
  • Develop training and improvement plans for department personnel to enhance operational effectiveness.
Additional Responsibilities:
  • Participate in board meetings and deliver presentations to the district and public as needed.
Supervisory Duties:
  • Staff: Budget Coordinator; Payroll Assistant Director; Finance Director; Purchasing Director; Warehouse Director.
  • Departments: Business Office and Warehouse.
