Job Summary

The Business Systems Analyst IV will play a critical role in analyzing business systems, processes, and technology to ensure resources are maximized to meet the departmental and organizational needs of Dallas County.

Key Responsibilities
  • Analyze business systems, processes, and technology to identify areas for improvement and implement solutions to maximize resource utilization.
  • Design and implement moderately complex custom business reports, and manage and administer advanced application security rights through user rights, roles, and access.
  • Collaborate with IT staff and leadership in all phases of the Software Delivery Life Cycle (SDLC) and provide documentation deliverables as required.
  • Participate in stakeholder meetings, document the impacts of new business needs on the current system, and provide document deliverables including recommendations.
  • Lead and manage small-sized projects, create and monitor project plan schedules, and ensure the delivery of project document deliverables.
  • Coordinate tasks among project team members, organize stakeholder meetings, track and follow up on action items and decisions, and serve as a project technical resource.
  • Update project plan schedules and sprints, create project documentation deliverables, complete assigned project tasks, and participate in stakeholder meetings as needed.
  • Document the impacts of new business needs on the current system, provide document deliverables including recommendations, and serve as a liaison to development and evaluate proposed software designs to ensure alignment to business unit requirements.
  • Plan, design, implement, configure, test, and deploy solutions for new applications, and continuous improvement for existing applications via SDLC methodologies.
  • Gather and document user requirements, structure and prioritize business requirements, and communicate plans with stakeholders for review and approval.
  • Define and document customer business functions and processes, identify opportunities for improving business processes, and assist in the preparation of proposals to develop new systems and/or extensions for current systems.
  • Map business processes as integrated with technical solutions, both current and future states, test software programs to confirm performance aligns with documented specifications, and perform quality assurance review of deliverables for both internal and external delivery.
  • Reviews, analyzes, evaluates, and documents current systems description and program functions, maintain and upgrade existing application software, and install additional software as required for new features.
  • Design, develop, test, and implement moderately complex custom business reports, manage and administer advanced application security rights through user rights, roles, and access, and provide advanced complexity technical support for system users.
Requirements
  • Education: Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Engineering, Business Administration, or a job-related field of study.
  • Experience: Four (4) years of work-related experience in broad-based systems and/or application technical support and systems analysis.
  • Special Requirements/Knowledge, Skills & Abilities:
    • Skilled in the use of standard software applications (MS Windows, MS Office, etc.).
    • Excellent analytical, organizational, and time management skills.
    • Clear and logical approach to problem-solving and troubleshooting issues.
    • Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments, and the general public in traditional and virtual settings.
    • Must be able to communicate complex business concepts clearly, both oral and written, and interpret user's requests.
    • Work and communicate with a wide range of people - peers, vendors, staff members, broader functional and business leadership, and others.
    • Consistently demonstrate professional, positive, and approachable attitude, demeanor, and discretion.
    • Must be able to work on more than one project at a time and across multiple teams.
    • Broad knowledge and experience with multi-tiered enterprise application architectures.
    • Broad knowledge and experience of programming/scripting languages and reporting tools.
    • Specific experience with T-SQL is required.
    • Experience with SSRS, Microsoft Power BI, Crystal reports, or stored procedure optimization is a plus.
    • Solid experience with software quality assurance testing required.
    • Knowledge of the principles, practices, and procedures used in the business analysis and design.
    • Knowledge and experience of Software Delivery Life Cycle (SDLC) processes.
    • Specific experience with Agile methodology preferred.
