Overview

The Construction Manager-Full Performance is responsible for overseeing construction inspections to ensure compliance with design specifications and applicable building regulations. This role involves generating detailed reports, reviewing shop drawings and submittals, and providing recommendations for approval or disapproval to the Contracting Officer's Technical Representative (COTR). The Construction Manager will also notify relevant parties of any identified safety hazards and suggest corrective measures. Additionally, this position entails verifying the completion of necessary corrections and actively participating in project meetings.

This role does not alter the project scope, budget, duration, or schedule, nor does it impose any obligations on the Government. The Construction Manager-Full Performance will manage the design and construction processes, which includes overseeing project schedules, funding, and daily operations. This encompasses evaluating the performance of construction contractors and coordinating efforts with field personnel.

Key responsibilities include assessing, validating, and managing project change requests, as well as providing official weekly status updates. The Construction Manager will prepare and disseminate project communications to customers, management, integrated project teams, and stakeholders. Furthermore, assistance will be provided to the Contracting Officer and COTR in acquisition planning, execution, and administration, including conducting pre-bid and pre-construction site visits.

The Construction Manager will also prepare and monitor project schedules and budgets, offer technical guidance on contracting and construction issues, direct design efforts, recommend construction documents for approval, and oversee follow-on maintenance programs. This includes optimizing performance, cost, and schedule to ensure project objectives are met efficiently. Conducting design reviews with clients and ensuring timely input of all relevant data into the project management tool is essential.

Qualifications

  • Bachelor's degree in any field; a high school diploma or equivalent with five years of relevant experience may be considered.
  • Valid U.S. Driver's License and ability to obtain an International Driver's License.
  • Valid U.S. Passport.
  • Capability to operate a manual transmission vehicle.
  • Possession of Project Management Professional (PMP) and/or Professional Engineer (PE) certifications is preferred.
  • Must hold an active TS/SCI security clearance with Full Scope Polygraph.

Experience

  • Minimum of five years in construction management.
  • Experience with building codes and ADA compliance.
  • Prior OCONUS experience with local contractors is advantageous.
  • Familiarity with Microsoft Office Suite and project management software.
