Job Summary

The Supervisor of Plant Operations will oversee the day-to-day operations of the Engineering Department at White Plains Hospital. This role will work closely with the Director and Assistant Director of Engineering to ensure the smooth operation of the department, including personnel management, budget preparation and monitoring, and collaboration with BMS programs.

Key Responsibilities
  • Ensure compliance with WPH Performance Standards, Policies, and Behaviors.
  • Oversee the installation, maintenance, inspection, testing, and repair of systems according to City of White Plains, State of New York, County of Westchester, NYS, and County Health Departments, NFPA, The Joint Commission, and other authorities having jurisdiction.
  • Ensure employee competency and education requirements are satisfied as per hospital policy.
  • Participate in the Performance Improvement Program as defined by the organization.
  • Collaborate with all levels of the hospital interdisciplinary team and promote the team concept within the department and hospital-wide.
  • Maintain a safe employee/patient environment.
  • Stay up-to-date on hospital operations and regulatory requirements.
  • Formulate and recommend policies and procedures for improving engineering operations, buildings, and grounds.
  • Work with Directors to establish preventative maintenance schedules.
  • Assist in the direction of Engineering staff efforts.
  • Inspect plant and equipment regularly, including boilers, HVAC, and emergency systems.
  • Monitor purchase orders for the physical plant.
  • Aid in overseeing contracts for alterations and new construction, and inspect work for conformance with contract documents.
  • Work with Directors to evaluate, estimate, and measure changing needs and aid in pre-planning alterations to major utility distribution and collections systems.
  • Interview, hire, evaluate, counsel, and terminate employees as per hospital policy.
  • Schedule staff based on budgeted staffing plan and department needs.
  • Attend managerial meetings as required and participate in specific committees and projects as requested.
  • Assist with monthly staff meetings to update staff and/or address department issues and record meeting minutes.
  • Submit all other work reports as required/requested by the Director.
  • Monitor and implement the least costly vendors for outside services.
  • Plan, schedule, and supervise maintenance and repair work, including plumbing, electrical, masonry, carpentry, painting, refrigeration, and grounds care.
  • Assign pre-scheduled and emergency work to mechanics and operating personnel in accordance with departmental work load.
  • Assist in the set-up and occupancy of new and relocated end-user programs, including punch list development and implementation, commissioning of mechanical equipment and systems, scheduling of equipment deliveries and startups, coordinating and working with all regulatory agencies, development and implementation of staff orientation and education.
  • Use blueprints, precision gauges, and meters for troubleshooting and maintaining equipment and systems.
  • Perform all other related duties as assigned.
Requirements
  • High School Diploma required.
  • Bachelor's degree in a related specialized field preferred.
  • At least 5 years of plant operations experience preferred, hospital experience a plus.
  • At least 5 years of progressive supervisory experience preferred.
  • In-depth understanding and working knowledge of The Joint Commission, environment of care, and life safety standards preferred.
  • Demonstrated knowledge of building, infrastructure, and transportation systems, including applicable building and environmental codes, and regulatory requirements.
  • Experience in computer software, including Microsoft Word and Excel (required), Microsoft Access, Project, and Computer Aided Design & Drafting (CADD) (preferred).
  • Licensure in at least one of the following trades is desirable: Electrician, Plumbing, HVAC, Stationary Engineer.

Physical/Mental Demands/Requirements & Work Environment
  • May be exposed to chemicals necessary to perform required tasks. Any hazardous chemicals the employee may be exposed to are listed in the hospital's SDS (Safety Data Sheet) database and may be accessed through the hospital's Intranet site (Employee Tools/SDS Access). A copy of the SDS database can also be found at the hospital switchboard, saved on a disc.
  • Must be physically capable of making prescribed inspections and repairs of the plant, and be able to visually and audibly determine any discrepancies.
  • Effective oral and written communication with all levels of the organization.
  • Must have physical dexterity, coordination, and stamina to perform the inspections, which involves ascend/descend ladders, using and operating the tools and machinery to perform job duties.
  • Must be able to transport heavy objects up to 50 lbs.
  • Must be able to remain in a stationary position for prolonged periods.
  • Must be able to constantly position self in order to perform job duties over an extended period.
  • Must be able to perform snow/ice removal and work in all outdoor weather conditions.
  • Must be able to perform job duties when exposed to high levels of noise.
  • Able to work from sketches and blueprints.
  • Able to concentrate for extended periods of time.
  • Able to work well with department staff and other hospital staff.
  • Able to communicate effectively with all hospital departments and personnel.
  • Have visual perception needed to comprehend color-coded wiring systems.
  • Able to communicate via telephone, fax machine, computer, internet, etc.
