POSITION OVERVIEW

The Grants Administrator, appointed by the Chief Planner and Chief Finance and Compliance Officer, plays a crucial role in enhancing procedural and operational efficiencies related to the financial and administrative functions of the SEPA RTF and HSGP.

KEY RESPONSIBILITIES

Reporting directly to the Chief Finance and Compliance Officer, the Grants Administrator has two primary functions: overseeing the financial management and documentation of the annual grant-making process for all received grants, and collaborating with SEPA RTF Staff and Regional Counterparts to ensure precise financial reporting and adherence to procedures across all grants. This role involves managing a substantial grant portfolio valued at sixty million dollars, working closely with various stakeholders.

The responsibilities include, but are not limited to:

  • Collaborating with the Chief Finance and Compliance Officer and Chief Planner to develop and maintain an efficient, transparent process for the entire grant lifecycle, from proposal to closure. This includes pre-award management, payment tracking, report generation, monitoring, and post-award management;
  • Reviewing all incoming check requests for compliance prior to fiduciary check disbursement and logging expenses using the Grants Tracking System;
  • Assisting Task Force staff with annual federal and state program compliance audits, including the federal single audit and grant program monitoring;
  • Preparing and reviewing reimbursement requests to the SAA on behalf of the Fiduciary, which involves compiling information onto the Division of Grants Management form seven (DGM-07) and ensuring compliance with inquiries from the SAA;
  • Accessing and interpreting NOFO (Grant Guidance), OMB Circulars, CFR's, GSA, and all relevant federal, state, and local regulations, translating them into operational policies as necessary;
  • Ensuring organizational effectiveness and compliance, while assisting in the development of relevant policies and providing technical support and report generation;
  • Delivering ongoing collaborative training related to grant administration and organizational policies;
  • Preparing requisitions for purchase orders and facilitating the disbursement of issued POs between the fiduciary and SEPA RTF Regional Counterparts;
  • Assigning equipment tracking identification numbers and logging SAA Shopping Cart and Purchase Order numbers using the Grants Tracking System;
  • Conducting monthly financial reconciliations;
  • Maintaining historical, operational, and permanent records in accordance with the SEPA RTF Records Retention Policy;
  • Utilizing relevant computer programs associated with current fiduciary and SAA operations;
  • Providing administrative support for the execution of Executive Board and SEPA RTF operations as needed.
