Work Environment: USDA, Agricultural Research Service (ARS)

ICMS is seeking a Project Engineer to join the ARS NBAF Engineering Project Management Team (EPMG) and support the Facility's Service Contract, Construction Contract, and Operations Project Management objectives.

The role involves providing comprehensive on-site project management support for a variety of initiatives, ranging from initial concept planning, site evaluations, assessments, and inspections, to the development of complete biddable engineering design and construction packages, as well as operation & maintenance service/repair packages. The Project Engineer will also assist in the technical management of several ongoing projects.

Key Responsibilities:

  • Deliver on-site services to facilitate technical administration concerning the Development of Engineering Scope Packages; participate in in-person/web meetings; oversee Design and Construction Phases & O&M Services/Operations; conduct Professional Engineering Site Assessments.
  • Assist in preparing engineering, operations & maintenance, and work order scope packages in accordance with project package work instructions.
  • Provide technical administrative support during the design or construction phases for assigned projects.
  • Conduct professional engineering assessments for additional facility repairs and/or replacements.
  • Manage and create facilities/site designs (electrical, mechanical, civil, and structural/architectural) for new construction or renovation projects.
  • Perform technical site assessments and offer engineering recommendations for design/construction solutions.
  • Develop biddable Statements of Work (SOWs) and Independent Government Estimates (IGE).
  • Support contracting during the Bid phase by reviewing project submittals to ensure compliance with requirements and specifications.

Qualifications:

  • A degree from an ABET accredited engineering program.
  • A minimum of seven (7) years of professional engineering project management experience in design, construction, and operations & maintenance projects across Mechanical, Electrical, Plumbing, HVAC, Civil, Structural, and Architectural disciplines.
  • Experience providing the necessary technical background for various engineering functions related to repair and maintenance projects.
  • Technical experience in performing tasks outlined in the General Responsibilities section.
  • Strong communication skills and the ability to work independently.
  • Preferred experience includes work on agricultural research facilities and laboratories.
  • A valid Motor Vehicle or Commercial Driver's License is required.
  • This position is classified as a Public Trust Position.
  • Ability to pass a government background check prior to employment.
