Key Responsibilities:
Support Management in the assessment and execution of contractual and subcontractual obligations. Ensure adherence to applicable regulations, policies, and procedures. Conduct research and prepare analyses as necessary.

Core Tasks (may include, but are not limited to, the following):

Draft and manage Non-Disclosure Agreements, Teaming Agreements, and Subcontract Agreements for Management review and approval.
Oversee and administer Non-disclosure Agreements and Proprietary Information Agreements between CRL, its personnel, and the U.S. Government, for Manager review and approval.
Assist Management during negotiations related to contracts with Government entities, Industry Clients, and Partners.
Evaluate and recommend contract terms. Assess contract modifications to identify adequacy or deficiencies and propose necessary changes.
Prepare and maintain contract summaries. Draft modifications to subcontract agreements, task orders, and purchase orders for Management review and execution.

Ensure documentation adequacy, including critical contract terms such as adjustments to the ceiling and funding, level of effort, changes to the period of performance, or modifications to contract clauses.

Compile and review contract closeout documentation, which may involve assisting Management during the negotiation of final incurred costs. Collaborate with the Accounting & Financial Team to analyze funding and ceiling de-obligation requests.

Receive, track, and review Subcontractor deliverables for compliance, including monthly costs and technical reports, invoices, certificates of insurance, annual representations, and certifications, as well as other contract compliance-related documentation.

Receive, track, and review subcontractor invoices for Management approval to ensure costs align with funding obligations. Verify subcontractor invoices for accuracy and compliance with task orders and agreements. Reject deficient invoices and work with subcontractors to resolve any discrepancies. Notify subcontractors upon invoice payment.

Compile and maintain contract summaries and status reports reflecting ceiling and funding limitations, fee requirements, special clauses, period of performance for each base/option period, and any level of effort requirements.

Collaborate with Management to coordinate with Project/Program Managers regarding contract compliance and execution requirements.

Review solicitation requirements and assist Management in preparing contract and past performance-related documentation to support proposal responses.

Prepare a RFP/Solicitation summary to reflect special requirements, labor categories, minimum hourly rates for compliance, etc. Support Management during briefings to the Program Team regarding RFP/Solicitation requirements. Coordinate with CRL Management, HR, Security, and IT to compile the RFP/Solicitation response.

Gather documentation to support estimates in response to requests for proposals, rough order of magnitudes (ROM), or quotes for Management review and approval.

Compile contractual or programmatic change documentation to submit to Accounting and Finance Teams. Coordinate the compilation of contractual programmatic deliverables such as financial reports and estimates to completion.

Responsible for collecting information to support staffing changes, period of performance updates, level of effort requirements, contract ceiling, and funding changes for Management review.

Assist Management in preparing reports for other government agencies, such as incurred costs reports.

Support the Director of Contracts, Contracts Manager, Financial Analyst, and Program Manager with Program Management Reviews (PMRs), both internally and with customers.

This may include preparing reports, scheduling meetings, and maintaining meeting minutes, etc.

Core Competencies:

Required Knowledge:
A solid understanding of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
A comprehensive understanding of contract security requirements.

A thorough knowledge of various contract types, including Cost Reimbursable, Firm Fixed Price, and Time and Materials.

A familiarity with Cost Accounting Standards (CAS), pricing, and project cost control.
Ability to function effectively in a team environment.
Strong communication skills to interact with all levels of the organization as well as other Industry and Government Representatives.
Proficient in Microsoft 365 Office Software, particularly MS Word, MS PowerPoint, MS Excel, and MS Teams.
Formal contracts training through NCMA or another accredited institution is advantageous.
Experience with proposals and contracts at different classification levels is beneficial.

Education:
A Bachelor's degree in business, contracts, finance, or a legal field is preferred.

Experience:

A minimum of 5 years of experience in supporting or administering Government Contracts.
Exceptional organizational skills, attention to detail, high motivation, and outstanding written and oral communication skills are essential.
Proficiency in Microsoft Office Software, including MS Word, PowerPoint, and Excel, is required.
A working knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations (DFAR) is necessary.
Experience in administering DOD contracts is required.
Familiarity with the Cost Point Accounting System is preferred.
Knowledge of MS TEAMS Meeting capabilities is desirable.
Ability to work collaboratively in a team environment is essential.
