Company Overview: Envisioneering, Inc. is a prominent organization seeking a skilled Program Analyst with a robust background in Navy Research, Development, Test, and Evaluation (RDT&E) activities. The ideal candidate will be responsible for a diverse range of financial, technical, and administrative support services.

Key Responsibilities:

  • Collaborate with government personnel to oversee and coordinate contracts and ongoing projects. Develop systems for data collection, establish reporting criteria, and maintain contract records.
  • Research and compile relevant statistics and data for contracts/projects, while monitoring timelines and ensuring compliance with program requirements.
  • Assist in the formulation and upkeep of budgets, ensuring that commitments, obligations, and expenditures align with established benchmarks.
  • Create and manage databases, entering and retrieving data as necessary, and generating comprehensive reports from these databases.
  • Organize meetings and coordinate logistics for presenters, ensuring effective communication and follow-up activities.
  • Support the preparation of various documents, including fact sheets, brochures, and multimedia presentations, while ensuring accuracy through proofreading and editing.
  • Provide assistance to Program Officers in the planning, management, and oversight of significant RDT&E projects.
  • Prepare detailed reports covering budget status and forecasts, ensuring that program expenses are monitored and reported accurately.
  • Ensure correct allocation of program expenses and investigate discrepancies as needed.
  • Monitor financial reports related to contracts, ensuring their accuracy and completeness.
  • Engage in overall project planning by reporting on schedules and deliverables.
  • Utilize various software applications, including MS Excel, MS Project, MS PowerPoint, MS Word, MS Access, and MS SharePoint, to perform job functions effectively.
  • Experience with Navy Enterprise Resource Planning (ERP) financial systems is essential, with familiarity in Material Management (MM) and Procurement for Public Sector (PPS) modules being highly desirable.
  • Possess knowledge of additional Navy systems and software, such as COBRA, PBIS, STARS, NMCI, and CAMIS.
  • Demonstrate experience in providing organizational support to senior management.
  • Exhibit proficiency in government planning, forecasting, program budgeting, and financial reporting.
  • Capable of managing multiple projects simultaneously while maintaining high standards of quality.

Minimum Qualifications:

  • A minimum of ten (10) years of experience in business and financial support.
  • Recent experience with government financial systems and relevant software.
  • Five (5) years of experience with Navy ERP or similar DOD accounting software.
  • Five (5) years of Federal grant management experience, preferably within the Department of Navy or Defense.
  • Must possess a Department of Defense (DoD) Secret security clearance.

Education:

  • A bachelor's degree in Business or Accounting from an accredited institution.
