Position Summary: We are in search of a seasoned Program Analyst who possesses a robust background in Navy RDT&E operations. The ideal candidate will engage in a range of financial, technical, and administrative tasks, including data analysis, project coordination, budget management, and other related duties. Strong written and verbal communication skills are essential, as is the ability to conduct detailed data and budget assessments.
Key Responsibilities:
- Collaborate with government personnel to oversee and coordinate contracts and ongoing projects; develop systems for data collection and reporting; compile and analyze statistics for contracts/projects; and monitor project timelines.
- Assist in the creation and maintenance of budgets, ensuring that financial commitments and expenditures align with established benchmarks; review invoices and prepare financial reports.
- Design and manage databases, entering and retrieving data, analyzing information, and generating reports while ensuring accuracy in recordkeeping.
- Organize meetings, manage logistics for presenters, and facilitate communication regarding registration and follow-up activities, including meeting minutes and presentations.
- Support the development of informational materials such as fact sheets, brochures, and multimedia presentations; proofread and edit documents, and coordinate printing and distribution.
- Provide assistance to Program Officers in the planning, management, and oversight of significant RDT&E projects.
- Prepare various reports detailing budget status, forecasts, and management updates, ensuring that program expenses are tracked and monitored monthly.
- Develop presentation materials for management reporting.
- Ensure accurate charging of program expenses and investigate discrepancies, providing insights and potential resolutions.
- Review contract financial reports for accuracy and completeness.
- Engage in overall project planning by reporting on schedules and deliverables.
- Demonstrate proficiency in various software applications, including MS Excel, MS Project, MS PowerPoint, MS Word, MS Access, and MS SharePoint.
- Experience with the Navy Enterprise Resource Planning (ERP) financial system is essential, with familiarity in Material Management (MM) and Procurement for Public Sector (PPS) modules being highly desirable.
- Familiarity with other Navy systems such as COBRA, PBIS, STARS, NMCI, and CAMIS is advantageous.
- Support senior management organizationally with expertise in government planning, forecasting, budgeting, funding, and performance monitoring.
- Capable of managing multiple projects simultaneously.
Minimum Qualifications:
- A minimum of ten (10) years of experience in business and financial support.
- Recent experience with government financial systems and relevant software.
- Five (5) years of experience with Navy ERP or similar DOD accounting software.
- Five (5) years of experience in Federal grant management, preferably within the Department of Navy or Defense.
- Must possess a Department of Defense (DoD) Secret security clearance.
Education:
- A bachelor's degree in Business or Accounting from an accredited institution.
