Position Overview

Vosper Thornycroft Group is in search of a Lead Program Analyst to provide expertise in support of the Navy and the OPNAV N95 program, specifically within the Manpower and Training department. This role is designed to be performed remotely.

Key Responsibilities

The selected candidate will serve as the primary liaison for OPNAV N9 programs regarding Program Objective Memorandum (POM) management, ensuring comprehensive support for all Program Management Support Services associated with OPNAV. Essential duties include:

  • Creating documentation to facilitate POM cycles, including point papers, summary analyses, cost assessments, schedules, and Plans of Action and Milestones (POA&Ms).
  • Participating in meetings to provide analytical support for the development of the POM Wholeness Balance Review (WBR), PESTONI pillars, and Warfighting Portfolio presentations.
  • Preparing meeting agendas, recording minutes and action items, and developing presentation materials for OPNAV personnel and related commands.
  • Reviewing programming and budgeting line items related to Manpower and Training (M&T) to ensure accurate coding within various databases.
  • Collaborating with other programming offices, such as N80 and the Office of Budget (FMB), to analyze and report on programming and budgeting impacts.
  • Conducting thorough assessments of potential programming risks associated with changes in M&T.
  • Providing ongoing planning, programming, and analytical support to OPNAV for the Navy Total Force domain.
  • Responding to inquiries from Congressional, Department of Defense (DoD), and Navy leadership regarding programming and manpower analysis.
  • Conducting reviews of execution year programs for funding considerations during Program Budget Coordination Group (PBCG) meetings.
  • Offering senior-level evaluations of ad hoc issues, including potential Anti-Deficiency Act (ADA) violations.
  • Coordinating with the Office of Chief of Navy Reserve (OCNR) on Active Component and Reserve Component (AC/RC) mix analysis and related initiatives.
Qualifications

To be considered for this position, candidates must possess:

  • A Bachelor’s degree in a quantitative field such as mathematics, statistics, business, engineering, or a related discipline, or a Master’s degree with at least two years of experience supporting DoD Manpower & Training initiatives.
  • A minimum of 10 years of experience demonstrating strategic decision-making, complex problem-solving, and the development of specialized solutions.
  • At least 4 years of demonstrated expertise in the Navy Planning, Programming, Budgeting and Execution System (PPBES), focusing on M&T issues.
  • Proficiency in M&T PPBES tools including Program Budget Information System (PBIS) and Total Force Manpower Management System (TFMMS).
  • Strong written and verbal communication skills, along with proficiency in the MS Office Suite.
  • An active Secret DoD Security Clearance and the ability to maintain it.
