Compensation Administration Supervisor

Overview:

University Enterprises, Inc. (UEI) is in search of a Compensation Administration Supervisor to oversee the payroll operations within Business Services. The Payroll Department is dedicated to delivering precise financial data to various stakeholders, including internal departments, regulatory bodies, financial institutions, and auditors.

Our commitment ensures that employees receive their payroll disbursements, direct deposits, and annual tax documents in a timely and accurate manner, while also providing necessary information for tax reporting to government entities.

The Payroll Department is also responsible for managing employer-sponsored benefits and payroll deductions.

COMPENSATION:
$6,518 - $10,223 per month

EMPLOYMENT CONDITIONS:
This is a full-time, exempt position with benefits, governed by the California Public Employees' Retirement System. Employment is contingent upon mutual agreement between UEI and the employee, allowing either party to terminate the employment relationship at will.

The selected candidate must provide proof of eligibility to work in the United States. UEI does not sponsor work visas.

It is highly recommended that all UEI employees adhere to COVID-19 vaccination guidelines as set forth by the U.S. Centers for Disease Control and Prevention (CDC) and the California Department of Public Health (CDPH).

MINIMUM REQUIREMENTS:

  • Bachelor's Degree in Business Administration, Finance, Accounting, or a related discipline, or an equivalent combination of education and experience.
  • Proven experience in managing payroll systems and processes for medium to large organizations.
  • Extensive background in payroll transactions, financial reporting, and account reconciliation.
  • Strong understanding of payroll preparation methods, practices, and principles, along with accounting theory as it pertains to payroll.
  • Experience with financial record-keeping and tax compliance.
  • Familiarity with automated time and attendance systems, such as Ultimate Kronos Group (UKG) Workforce Ready.
  • Knowledge of Federal and State regulations affecting payroll records and payments, including payroll tax preparation and CalPERS reporting.
  • Experience in hiring, training, supervising, and evaluating staff.
  • Ability to plan, organize, and manage payroll preparation and processing, including oversight of payroll account analysis and reconciliation.
  • Experience in budget preparation and monitoring.
  • Proficiency in payroll and accounting software applications.
  • Ability to conduct research and analyze payroll transaction data.
  • Experience in maintaining accurate records and controls.
  • Ability to serve as a resource for payroll-related inquiries from staff.
  • Must pass a background check and meet established standards.

PREFERRED QUALIFICATIONS:

  • Advanced training in Payroll Management, such as certification from the American Payroll Association.
  • Experience with payroll and accounting modules of Finance Enterprise software and UKG Workforce Ready.

WORK ENVIRONMENT:
Work is conducted in an office setting with continuous interaction with staff and the campus community.

KEY RESPONSIBILITIES:


The role involves planning, organizing, directing, managing, and supervising the intricate tasks associated with the preparation and processing of all payroll and benefit data for University Enterprises, Inc.

The position reports to the Director of Finance and oversees the Assistant Payroll Manager, Payroll Technician III, and Payroll Technician II.


Specific responsibilities include:

  • Overseeing the preparation and processing of payroll, ensuring accurate analysis and reconciliation of payroll accounts, and reviewing payroll reports and transaction documents.
  • Exercising technical authority in compliance with State and Federal Labor Laws, and liaising with administrators regarding payroll operations.
  • Evaluating payroll operations for efficiency and implementing improvements to enhance accuracy and timeliness.
  • Preparing and signing various Federal and State reports, ensuring proper taxation and payroll deductions.
  • Managing the development and maintenance of automated payroll systems, ensuring accurate processing of Human Resources and Payroll data.
  • Staying informed on laws affecting payroll administration and representing UEI at hearings regarding payroll documentation.
  • Managing the Payroll Office budget and preparing necessary information for audits.
  • Overseeing payroll software maintenance and implementation, coordinating meetings and system setups.
  • Monitoring the integrated HRIS/Payroll system and assisting with software issues.
  • Serving as a resource for Payroll staff, addressing inquiries and resolving issues.
  • Directing the preparation of various payroll-related deductions and reports, ensuring compliance with UEI policies.
  • Monitoring and reconciling Payroll and General Ledger Accounts, reviewing journal entries for vendor payments.
  • Ensuring accurate posting of accrued leave and overseeing preparation of quarterly accruals.
  • Managing work-study invoices, University billings, and parking fees.
  • Advising staff on payroll-related issues and providing training on automated time and attendance systems.
  • Performing additional job-related duties as assigned.

This position is with University Enterprises Inc., an auxiliary organization of California State University, Sacramento. The incumbent will be an employee of University Enterprises, which operates commercial enterprises on the campus and manages fiscal services for research and sponsored programs.
