We are seeking a Payroll Operations Leader to oversee the complete payroll cycle for the parent organization and its subsidiaries. This role includes ensuring compliance with corporate policies, government regulations, audits, and system maintenance. The Payroll Operations Leader will guarantee timely and accurate payroll processing and will contribute to the planning, development, and implementation of new and revised benefits programs.

Core Responsibilities:

  • Manage bi-weekly payroll processing for CDA and its subsidiaries in accordance with established deadlines.
  • Maintain payroll records by reviewing changes such as tax exemptions, deductions, direct deposits, job titles, status changes, salary adjustments, and department transfers.
  • Develop internal procedures and controls to ensure compliance with regulatory and audit standards.
  • Conduct payroll audits and assist in reconciling payroll accounts.
  • Ensure timely approval of non-exempt employee timecards and accurate processing of timecard data, including adjustments.
  • Act as the primary contact for all payroll-related inquiries, providing exceptional support to employees.
  • Prepare and calculate manual payments, commissions, and spot bonuses for out-of-cycle payments.
  • Collaborate with the HR team to ensure accurate and timely processing of new hires, terminations, leaves of absence, and other payroll-affecting changes.
  • Coordinate and process annual merit increases and MBO bonuses for executives in partnership with HR.
  • Work with ADP on tax-related issues, including amendments and proper setup by state.
  • Respond to state and federal requirements, ensuring accuracy of W-2 forms.
  • Oversee monthly and quarterly tax payments and report filings through ADP Tax Department.
  • Manage the year-end calendar process, including verification of payroll vendor schedules, master file information, bonus payroll calculations, and distribution of W-2s and 1095s.
  • Lead annual audits for 401k and workers' compensation in collaboration with finance and external auditors.
  • Monitor HR mailbox daily in partnership with the Mailroom Specialist.
  • Facilitate the annual open enrollment process for non-qualified retirement plans for executives.
  • Research and analyze complex payroll issues, proposing resolutions as needed.
  • Reconcile retirement contributions and resolve discrepancies.
  • Serve as the primary contact for all ADP payroll, timekeeping, and benefits modules.
  • Identify opportunities to enhance payroll operations efficiency while maintaining accuracy.
  • Manage the integrity of all data in the HRIS system in collaboration with the HR Operations Partner.

Benefits Administration:

  • Process various types of Leave of Absence pay, including FMLA, short-term disability, paid parental leave, military leave, and jury duty.
  • Evaluate, administer, and review employee benefit programs in collaboration with the HR team to ensure compliance with legal requirements.
  • Manage Third-Party Administrators for COBRA, Flexible Spending Accounts (FSA), and Health Savings Accounts (HSA).
  • Conduct non-discrimination testing in partnership with FSA vendors.
  • Handle benefits administration, including claims resolution, change reporting, invoice reconciliation, and communication of benefit information to employees.

Additional Responsibilities:

  • Support the human resources function through related duties.
  • Assist in developing and maintaining standard operating procedures.
  • Provide standard and ad-hoc payroll reports as required by various internal departments.
  • Perform other duties as assigned.

Required Qualifications:

  • Bachelor's degree in Accounting or Finance preferred; equivalent experience may be considered.
  • Extensive knowledge of payroll and tax compliance, with a working understanding of state and federal employment laws.
  • Track payroll tax reporting to ensure accurate deposits and filings, including monthly, quarterly, and annual tax obligations.
  • Proficient in end-to-end payroll management using ADP WorkforceNow or similar software.
  • Ability to manage multiple tasks and meet deadlines in a dynamic environment.
  • Knowledge of payroll-related regulations, including garnishments and child support.
  • Strong problem-solving skills, utilizing analysis and creativity to develop solutions.
  • Approachable and open to feedback, fostering trust and professional relationships.
  • Service-oriented, focused on exceeding expectations for internal and external stakeholders.
  • Collaborative team player, actively contributing to shared goals.
